Detectives from the Main Detective Division of the Economic Security Bureau of Ukraine have served a notice of suspicion to two officials of a Kyiv communal healthcare institution.
According to the investigation, they appropriated over 1.6 million UAH by entering unreliable data into the electronic healthcare system regarding palliative care services that were not actually provided to patients.
The case concerns the "Mobile palliative medical care for adults and children" package, for which the institution received funding from the National Health Service of Ukraine. It was established that the former director and a doctor of the healthcare facility were aware that the services were not being provided. Simultaneously, they entered information about "visits" and "assistance" into the system, thus ensuring the illegal receipt of budget funds.
The volume of unprovided services and the amount of damages have been confirmed by forensic examination and other evidence.
The issue of choosing a pre-trial containment measure for the suspects in the form of detention is currently being decided.
Operational support is provided by the Strategic Investigations Department of the National Police. Procedural guidance is carried out by prosecutors of the Office of the Prosecutor General.
Note: In accordance with Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court conviction.
