Main tasks:
1) ensuring the activities of the ESBU in the field of information technologies, implementation of state policy in the field of digitalization, informatization, and electronic governance;
2) ensuring the functioning, administration, and development of information, electronic communication, and information-communication systems of the ESBU (hereinafter – ICS of the ESBU), including departmental information resources, registers, databases, and software-hardware complexes;
3) organization and coordination of technical support for users of the ICS of the ESBU, ensuring the continuity of their operation, rapid response to incidents and inquiries;
4) ensuring the operation, modernization, and development of the IT infrastructure of the ESBU, including server, network, communication equipment, workstations, data processing centers, and cloud services;
5) implementation of innovative digital solutions and information technologies in order to increase the efficiency of the ESBU's activities, automation of processes, analytical data processing, and management decision support;
6) ensuring information interaction of the ESBU with other state bodies, local self-government bodies, enterprises, institutions, and organizations through the integration of information systems, the use of state electronic resources, and electronic interaction systems;
7) ensuring the informatization and digitalization of cooperation between the ESBU and the bodies of other states, international, and intergovernmental organizations within the competence of the Department in accordance with the legislation of Ukraine and international treaties of Ukraine;
8) ensuring regulatory legal compliance in the field of digital development and innovation, digital transformations, and digitalization of the ESBU;
9) planning, coordination, and control over the implementation of IT projects and digital development programs of the ESBU, including within the framework of budget financing, international technical assistance, and donor projects;
10) organizing the improvement of the digital competence of ESBU employees, providing consultative and methodical support on the use of the ICS of the ESBU and digital services;
11) organization of technical and informational support for the use of qualified electronic signatures and electronic seals in the ESBU;
12) participation in the creation and functioning of interdepartmental information-analytical systems necessary for the performance of the tasks assigned to the ESBU;
13) participation, within the powers of the Department, in the organization and ensuring of information protection in the ICS of the ESBU, as well as in the implementation of cybersecurity and cyber defense measures.
Main functions:
1) ensures the implementation of state policy in the field of digitalization and innovation, informatization, digital transformations, and electronic governance in the activities of the ESBU;
2) ensures the functioning, administration, maintenance, and development of the ICS of the ESBU, information resources, registers, databases, and software-hardware complexes of the ESBU;
3) maintains departmental information systems and information exchange networks, including those with restricted access;
4) ensures automated access of the ESBU to automated information and reference systems, registers, and banks (databases) of data, the holder (administrator) of which are state bodies or local self-government bodies, state, including government, means of communication and communications, special communication networks, and other technical means in the manner determined by the legislation of Ukraine;
5) ensures the integration, compatibility, and information interaction of the ICS of the ESBU with state, interdepartmental, and international information resources;
6) organizes and ensures technical support for users, continuity of functioning of the ICS of the ESBU, local networks, access to the Internet, and email;
7) ensures the installation, configuration, updating, accounting, and inventory of software, computing equipment, and peripheral equipment of the ESBU;
8) ensures the operation, maintenance, modernization, and development of the IT infrastructure of the ESBU, including server, network, communication equipment, data processing centers, and cloud services;
9) ensures technical maintenance of the electronic document management system in the ESBU and its software-hardware provision, preservation of documents and formed files, functioning of a unified array of electronic documents, as well as the formation of the structure of electronic directories in the electronic document management system;
10) implements innovative information technologies, digital solutions, and automated systems in order to increase the efficiency of the ESBU's activities, including in terms of analytical data processing and risk management;
11) ensures participation in the creation and functioning of interdepartmental information-analytical systems necessary for the performance of the tasks of the ESBU;
12) participates in the organization and ensuring of the activities of the ESBU in the field of information protection, cybersecurity, and cyber defense within its competence;
13) participates in the design, development, creation, authorization, and functioning of complex information protection systems, authorized security systems, or certification of compliance with the information security standard of the ICS of the ESBU;
14) ensures the functioning of anti-virus protection tools, countering malicious software and unauthorized access;
15) exercises control over compliance by ESBU employees with the requirements of legislation and internal acts on the operation of the ICS of the ESBU;
16) participates in checks on the state of information protection, analysis of information security incidents, dangerous and unforeseen events, and prepares relevant proposals;
17) ensures response to information security incidents, elimination of the consequences of violations, and rapid recovery of the functioning of the ICS of the ESBU;
18) carries out analysis of modern information technologies and tools of information protection, prepares proposals regarding their implementation and modernization;
19) plans, coordinates, and controls the execution of IT projects and programs of digital development and informatization measures of the ESBU, including at the expense of budget funds and international technical assistance;
20) ensures regulatory-legal and methodical maintenance of the activities of the ESBU in the field of digitalization, informatization, and develops drafts of relevant acts;
21) participates in the development of proposals for improving legislative acts, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, and regulatory legal acts of ministries within its competence;
22) ensures the functioning of electronic signature and electronic seal tools in the information-communication systems of the ESBU;
23) organizes the improvement of the digital competence of ESBU employees, provides consultative and methodical assistance on the use of the ICS of the ESBU and digital services;
24) plans and organizes measures for the material-technical support of the implementation of tasks in the field of information technologies, ensures the inventory and accounting of material-technical assets of the Department;
25) reviews and prepares responses to appeals and requests of citizens, state bodies and local self-government bodies, enterprises, institutions and organizations, people's deputies, officials, advocates, requests for information, and provides other information on issues assigned to the competence of the Department;
26) develops drafts of regulatory legal acts and administrative documents of the ESBU within the competence of the Department.
