Attestation of the ESBU employees

 

According to the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Improving the Work of the Economic Security Bureau of Ukraine” (hereinafter – the Law), in order to confirm the proper level of integrity and professional competence, the employees of the Economic Security Bureau of Ukraine are subject to a one-time attestation (hereinafter – attestation).

Attestation is carried out by attestation commissions established by decision of the Director of the ESBU.

Each attestation commission consists of 12 members, including:

  • six persons appointed by the Director of the ESBU;
  • six persons designated by international and foreign organizations which, in accordance with international or interstate agreements, during the last three years have provided international technical assistance to Ukraine in the field of preventing and combating corruption and/or reforming law enforcement bodies, from among representatives selected by them from public associations, unions, professional associations, and other associations of legal entities, which during the last three years have been carrying out activities aimed at improving the business climate and protecting the rights and interests of business in Ukraine.

The list of such international and foreign organizations is provided by the Ministry of Foreign Affairs of Ukraine at the request of the Director of the ESBU. The said international and foreign organizations shall agree on the proposal of a joint list of candidates for inclusion in the attestation commission.

The list of international and foreign organizations submitted by the Ministry of Foreign Affairs of Ukraine at the request of the Director of the ESBU includes:

  • the European Union (Delegation of the European Union to Ukraine);
  • the European Union Advisory Mission to Ukraine;
  • the United States Department of State / Bureau of International Narcotics and Law Enforcement Affairs;
  • the United States Agency for International Development (USAID);
  • the Council of Europe (Council of Europe Office in Ukraine);
  • the Organization for Security and Co-operation in Europe (Special Representative of the Chairperson-in-Office — OSCE Project Co-ordinator in Ukraine);
  • the Swiss Agency for Development and Cooperation of the Federal Department of Foreign Affairs of Switzerland;
  • the Ministry of Foreign Affairs of the Kingdom of the Netherlands.

The Economic Security Bureau of Ukraine has completed the formation of attestation and personnel commissions responsible for the re-attestation of employees and the selection of new staff for the Bureau. The relevant orders, No. 231 and No. 232 dated 5 November 2025, were signed by ESBU Director Oleksandr Tsyvinskyi.

Four commissions were established – two for attestation and two for personnel matters – including international experts, legal professionals, human rights advocates, and representatives from anti-corruption NGOs and the business sector. Several international bodies recommended commission members, while the ESBU Director appointed the remaining members.

In addition, reserve lists of candidates have been approved to replace members of the personnel commissions in the event of early termination of their powers.

The task of the attestation commissions is to ensure a high-quality process for assessing whether the Bureau's employees meet the criteria of integrity and professional competence. At the first stage, the attestation of heads and deputy heads of units within the central office and regional offices will be conducted. The second stage will cover all other employees. The total duration of the attestation process will not exceed 18 months from the date of the Bureau Director's appointment.

The personnel commissions will be responsible for selecting new employees who share the ESBU's values and will work according to the highest standards of professionalism.

Following the approval of the personal compositions of the attestation and personnel commissions, the ESBU held a series of consultations with commission members and international experts regarding the provisions of the regulatory acts governing the attestation and recruitment process.

In December 2025, the draft Procedure for Conducting Attestation, which incorporated the proposals of the attestation commission members, was submitted for state registration to the Ministry of Justice of Ukraine.

Order of the Economic Security Bureau of Ukraine No. 274 dated 30 December 2025 "On Approval of the Procedure for Organizing and Conducting a One-Time Attestation of Employees of the Economic Security Bureau of Ukraine, Criteria and Methodology for Assessing Integrity and Professional Competence of Employees During the Attestation," registered with the Ministry of Justice of Ukraine on 26 January 2026 under No. 114/45508.

On 5 February 2026, the inaugural meetings of the attestation commissions of the Economic Security Bureau of Ukraine took place.

The meetings of the attestation commissions of the Economic Security Bureau of Ukraine were held online. Simultaneously, they were broadcast live on the official ESBU website and its YouTube channel.
