Integrity is one of the key values of the Economic Security Bureau of Ukraine. Integrity checks and lifestyle monitoring are conducted to ensure the integrity of employees, prevent violations of ethical standards, and prevent actions that could negatively impact the reputation of the employee and the authority of the ESBU.
The Department of Homeland Security and Employee Protection Detectives of the ESBU is responsible for conducting such checks.
Inspections of the employees of the ESBU are regulated by the Procedure for conducting integrity checks and monitoring the lifestyle of employees of the Economic Security Bureau of Ukraine, approved by ESBU Order No. 19 of November 19, 2021, and registered with the Ministry of Justice of Ukraine on January 27, 2022, under No. 94/37430 (as amended).
Each employee must submit an integrity questionnaire within ten days of being appointed to the ESBU, as well as annually by April 1.
Integrity checks are also conducted in response to reports of corruption, independent detection of misconduct, media monitoring, or citizen complaints.
Detectives process the available information (reports of corruption, independently identified facts of misconduct, monitoring of the media, and complaints from citizens), verify the accuracy of the information provided in the questionnaire.
They also monitor data about employees that may indicate their moral, business, and professional qualities, obligations that may in any way affect the performance of their duties, objectivity, and impartiality in decision-making.
The verification is carried out in compliance with the legislation on personal data protection and does not involve excessive interference with the right to privacy and family life.
The materials of the employee verification are classified as restricted access information, and the results of the verification are not subject to disclosure.
