Attestation continues: the second stage of employee evaluation has launched at the ESBU
The second stage of the one-time employee attestation has begun at the Economic Security Bureau of Ukraine. The professional competence evaluation will be completed by heads of departments, as well as detectives, analysts, civil servants, employees of operational and technical units, and employees working under labor contracts.
The passing scores for the tests have already been approved for the participants, the results of which will determine admission to the next stage of the attestation.
The first stage consists of testing on the knowledge of the legislation of Ukraine. Employees who successfully pass it are admitted to the general abilities testing, which includes the assessment of verbal, abstract-logical, and mathematical skills.
Only candidates who achieve the established passing scores proceed to the next stage—the interview.
The attestation is conducted in accordance with the Procedure for Organizing and Conducting the Attestation of ESBU Employees, Criteria, and Methodology for Assessing Integrity and Professional Competence, approved by ESBU Order No. 274 dated December 30, 2025 (as amended), and registered with the Ministry of Justice of Ukraine on January 26, 2026, under No. 114/45508.
The completion of the attestation must take place no later than 18 months from the date of Oleksandr Tsyvinskyi's appointment to the position of the Bureau's Director—in February 2027.

Attestation of ESBU employees continues
In accordance with the requirements of the Procedure for Organizing and Conducting a One-Time Attestation of Employees of the Economic Security Bureau of Ukraine, the First Attestation Commission has determined the dates and location for the testing, as agreed upon with the Director of the ESBU, for employees subject to the first stage of the one-time attestation, namely, the heads of departments of the ESBU central apparatus and their deputies, and the heads of the ESBU territorial departments and their deputies.
Testing to determine the level of knowledge of the legislation of Ukraine will take place on March 23, 2026. The location is the city of Kyiv.
Testing to determine the level of general abilities will take place on March 31, 2026. The location is the city of Kyiv.

Passing scores determined for the first stage of the ESBU attestation
The attestation of employees of the Economic Security Bureau of Ukraine is entering its practical stage. The ESBU has determined the passing scores of the tests for the heads of departments of the central apparatus and their deputies, as well as for the heads of the ESBU territorial departments and their deputies.
Specifically, to successfully pass the testing, it is necessary to score:
▪️ no less than 70 points - to determine the level of knowledge of the legislation of Ukraine;
▪️ no less than 93 points - to determine the level of general abilities.
The corresponding Order No. 92, dated March 4, 2026, was issued pursuant to the Law of Ukraine “On the Economic Security Bureau of Ukraine” and legislative amendments aimed at strengthening the professionalism and efficiency of the Bureau's operations.
The one-time attestation is conducted in accordance with the Procedure for Organizing and Conducting the Attestation of ESBU Employees, Criteria, and Methodology for Assessing Integrity and Professional Competence, approved by ESBU Order No. 274 dated December 30, 2025, and registered with the Ministry of Justice of Ukraine.
The procedure involves completing test assignments to verify knowledge of the legislation of Ukraine, and upon their successful completion, testing to assess general abilities: verbal, abstract-logical, and mathematical.
Heads who score the established passing marks based on the testing results are admitted to the next stage—the interview.

Over 96% of ESBU employees confirmed their readiness to undergo attestation
The process of employee attestation is ongoing at the Economic Security Bureau of Ukraine. Statements of consent to undergo the attestation were submitted by 1,145 employees out of the 1,187 subject to the evaluation. This constitutes 96.4% of the total number.
In the central apparatus, 473 employees are subject to attestation, 450 of whom submitted the corresponding statements. In the territorial departments, out of 714 employees subject to attestation, 695 individuals submitted their statements.
The high percentage of employees who provided their consent demonstrates their readiness to undergo the evaluation of professional competence and integrity. This review will be conducted by attestation commissions independent of the ESBU, which have already begun their work, noted Yurii Bielousov, Deputy Director for Digital Development, Digital Transformations, and Digitalization of the ESBU.
Additionally, 40 employees exercised their right not to submit a statement to undergo attestation, and two more officially refused it. The law stipulates that ESBU employees subject to attestation may opt not to submit a statement or refuse to undergo it if they are pregnant, on maternity leave, on childcare leave, completing basic military service, called up for military service (including the draft of officers during mobilization or for a special period), or serving under contract.
During the period of these circumstances, such employees may undergo attestation at their own discretion or decline it for the time being.
Submitting the statement is the first stage of the procedure. The attestation involves several stages: computer-based testing on the knowledge of legislation, general abilities testing, and interviews with the attestation commission to evaluate integrity and professional competence. The composition of the commissions was formed on a parity basis with the participation of international partners.
The attestation process for ESBU employees is scheduled to be completed in February 2027.

The attestation commissions of the Economic Security Bureau of Ukraine have commenced their work
The inaugural meetings of the first and second attestation commissions of the Economic Security Bureau of Ukraine have taken place.
During the public meeting of the first attestation commission, the leadership of the commission was elected. Karen Greenaway was elected as the Head of the first attestation commission—an expert with over 20 years of experience in US law enforcement who also possesses professional work experience in Ukraine. Tetiana Khutor was elected as the Secretary of the commission—a co-founder and head of the think tank of the non-governmental organization “Institute of Legislative Ideas,” a senior lecturer at the National University of Kyiv-Mohyla Academy, and a member of the Public Control Council under the Economic Security Bureau of Ukraine.
The meeting participants emphasized that the attestation process is not a mere formality but is aimed at ensuring the highest standards of integrity and professional responsibility.
“This is a historic moment for the Economic Security Bureau of Ukraine, which confirms our commitment to transparency and good governance,” noted the Head of the First Attestation Commission, Karen Greenaway.
The meeting of the second attestation commission also took place, during which key organisational decisions were made. Kateryna Butko, head of the non-governmental organization All-Ukrainian Association “Automaidan,” was elected as the Head of the second attestation commission, and Khrystyna Tybinka, a former member of the Personnel Commission of the Prosecutor General's Office and a project manager at the Centre of Policy and Legal Reform, was elected as the Secretary.
We remind you that the attestation of ESBU employees will be conducted by attestation commissions, each consisting of 12 people: six Ukrainian representatives and six representatives of international and foreign organisations. Among them are independent experts, representatives of anti-corruption organisations, human rights defenders, and lawyers. No ESBU employee is a member of the attestation commissions, and the commissions themselves are organizationally independent of the Bureau, which serves as an additional guarantee of their objectivity and impartiality.
The main objective of the attestation commissions' work is to conduct a one-time, exceptional review of ESBU employees for compliance with the criteria of professionalism and integrity, particularly financial integrity. This process is part of a broader reform aimed at strengthening the Bureau's independence and increasing the efficiency of its operations in line with European standards.
The work of the attestation commissions is based on the principles of transparency, openness, and professionalism. The launch of their operations is an important signal to the public and Ukraine's international partners regarding adherence to European standards in the field of justice, the fight against corruption, and ensuring the effective functioning of state institutions.

Attestation is one of the stages in building an effective ESBU team
Attestation at the Economic Security Bureau of Ukraine is the foundation for building an effective team and is aimed at verifying the integrity and professional competence of employees. This was stated by Yurii Bielousov, Deputy Director for Digital Development, Digital Transformations, and Digitalization of the ESBU, during an interview on the 'Ye Rozmova' program of the Ukrinform Ukrainian National News Agency.
He noted that the attestation is conducted in accordance with legislative requirements, taking into account Ukraine's obligations within the European integration process.
A key feature of this attestation is its scale and complexity. The attestation commissions consist of 12 people, and decisions are made collegially by at least seven votes, which requires ensuring a proper quorum and the participation of all commission members. No ESBU employee is involved in the attestation commissions. They function autonomously and are not subordinate to the Bureau. This ensures the independence of the process and serves as an additional guarantee of objective and impartial decisions.
“We carefully analyzed the experience of re-attestations in the prosecutor's offices and the National Police and studied court practice to avoid repeating mistakes that in the past led to mass reinstatements by courts,” emphasized Yurii Bielousov.
The procedure involves several stages: submitting a statement of consent to undergo attestation. Next, computer-based testing of legislative knowledge, an assessment of general abilities, and an interview with the attestation commission are conducted. Decisions are made based on a comprehensive analysis of information regarding each employee.
The second fundamental difference is that all Bureau employees undergo the attestation, except for the director and his deputies, including those who were appointed after the arrival of the new leadership.

Attestation at the ESBU enters the stage of practical implementation
The Economic Security Bureau of Ukraine has completed the regulatory preparations for the employee attestation process. Currently, the procedure for conducting the attestation is undergoing state registration at the Ministry of Justice of Ukraine, which is a mandatory prerequisite for the actual launch of the procedure.
The Bureau's specialists held thorough consultations with the commission members regarding the entire regulatory framework governing the attestation. During the discussions, which included the participation of international experts, the judicial practice of the Supreme Court, human rights standards, and approaches applied in EU countries were taken into account. The priority was to create a legally sound procedure resilient to judicial challenges, also incorporating the position of the Ukrainian Parliament Commissioner for Human Rights.
ESBU Deputy Director Yurii Bielousov emphasized that the chosen approach is fundamental to the institutional sustainability of the Bureau.
“We rejected the scenario of a quick but legally vulnerable attestation. Our task is to conduct the procedure in such a way that its results are legitimate, fair, and not overturned by courts due to procedural errors. That is why we first built a solid regulatory foundation, and only now are we moving to the practical stage,” he noted.
In parallel, the preparation of the organizational infrastructure is underway at the ESBU, including the formation of an independent secretariat for the attestation commissions by donor organizations and the provision of testing with the support of international partners.
Following the completion of the registration procedures and the receipt of testing tools from international partners, the attestation of ESBU employees will begin tentatively in February 2026.
We remind you that preparations for the attestation began immediately after the appointment of the new ESBU leadership and included a series of consecutive stages. In accordance with the law on the reboot of the Bureau, two attestation and two personnel commissions were formed, half of whose composition was delegated by international partners. The process of their formation lasted about three months and concluded in November 2025, taking into account strict requirements regarding the integrity and independence of the commission members.

The Director of the ESBU has approved the composition of the attestation and personnel commissions
The Economic Security Bureau of Ukraine has completed the formation of the attestation and personnel commissions that will carry out the re-attestation of employees and the selection of new staff for the Bureau. The corresponding Orders No. 231 and No. 232, dated November 5, 2025, were signed by ESBU Director Oleksandr Tsyvinskyi.
In total, two attestations and two personnel commissions have been established. Their composition includes leading international experts, lawyers, human rights defenders, and representatives of anti-corruption non-governmental organizations and the business community. Candidates for the commissions were recommended by the Delegation of the European Union to Ukraine, the Embassy of the Kingdom of the Netherlands, the US Embassy, and the European Union Advisory Mission to Ukraine. The remaining members of the commissions were determined by the Director of the Bureau.
“Only through independent commissions will we be able to create a truly renewed and honest ESBU team. It is fundamental for us that the attestation and recruitment processes are conducted openly and honestly and are understandable to everyone and that their results are legal and fair,” noted Oleksandr Tsyvinskyi.
Additionally, reserve lists of candidates to replace members of the personnel commissions in the event of the early termination of their powers have been approved.
The task of the attestation commissions is to ensure a high-quality process for evaluating the compliance of the Bureau's employees with the criteria of integrity and professional competence. In the first stage, the attestation of heads and deputy heads of departments within the central apparatus and territorial departments will be conducted. The second stage will cover all other employees. The total timeframe for conducting the attestation will not exceed 18 months from the date of the appointment of the Bureau's Director.
The personnel commissions will be responsible for the selection of new employees who share the values of the ESBU and will operate according to the highest standards of professionalism.
