A set of measures to assess risks in the economic sector

In accordance of Article 13 of the Law of Ukraine «On the Economic Security Bureau of Ukraine» the ESBU conducts a set of measures to assess risks in the economic sector at least once every three years. The risk assessment also involves regulatory authorities and other state bodies engaged in combating criminal offences and preventing threats to the economic security of the state, as well as business entities.

The purpose of this work is to introduce a procedure for assessing economic risks at the national level as an effective tool for their identification, systematisation and prevention, which will help to develop a unified strategy for minimising the negative consequences of such risks.

This is regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1509 dated 27 December 2024 ‘On Approval of the Procedure for Conducting a Set of Measures for Risk Assessment in the Economic Sector’, which defines the organisational principles and algorithms of the procedure.

The implementation of the Resolution will ensure

  • introduction of unified requirements for the procedure for collecting, processing, assessing and analysing information on existing and/or potential threats (risks) to the economic security of the state
  • regulation of the process of organisational and methodological support for the activities (interaction) of participants involved in the implementation of the relevant set of measures,
  • establishing prompt information exchange between them in order to effectively achieve their goals,
  • development of a joint strategy for overcoming (minimising) negative phenomena in the economy.

In accordance with Article 13 of the Law of Ukraine "On the Economic Security Bureau of Ukraine," and in fulfillment of the requirements of paragraphs 9 and 13 of the Procedure for Conducting a Set of Measures for Risk Assessment in the Economic Sphere, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1509 dated December 27, 2024, for the purpose of identifying risks in the economic sphere whose impact leads to its shadowization and the weakening of the state's economic security, as well as developing measures aimed at preventing the emergence and/or reducing the negative consequences of such risks, ESBU Order No. 19 dated February 6, 2025, has initiated a Set of Measures for Risk Assessment in the Economic Sphere and approved the Implementation Plan for 2025-2026.

In April 2026, the methodology for risk assessment in the economic sphere was approved.

ESBU presents Economic Risk Assessment Methodology

On April 17, 2026, the first meeting of the Interagency Working Group on Economic Risk Assessment took place. Representatives from 29 government agencies, scientific institutions, and higher education establishments joined the discussion.

ESBU specialists presented the results of the preparatory stage and an analysis of the current situation to the participants. They discussed the implementation of the methodology for risk assessment in the economic sphere. The ESBU explained the risk assessment algorithm to the attendees, which will now be utilized in their operations.

Additionally, a list of identified risks having the greatest negative impact on the country's economy was proposed to the participants. Those present supported the ESBU’s concept regarding the identification and processing of risks during joint activities.

Following the meeting, the parties defined further steps and specific tasks. The primary goal is to establish high-quality interagency cooperation for the effective protection of Ukraine's economic security.
