Department of Material and Technical Support

Main tasks:

1) to carry out administrative, logistical, and material-technical support for the activities of the Economic Security Bureau of Ukraine by implementing the functions assigned to the Department;

2) to ensure the organization and control of the operation, engineering, and technical support, servicing, and maintenance of the ESBU's buildings and premises in proper sanitary, technical, and fire-safety conditions;

3) to implement measures related to the organization of procurement procedures / simplified procurements of goods, works, and services to ensure the activities of the ESBU;

4) to organize the work concerning the use of the ESBU's vehicles, including carrying out technical maintenance and running repairs;

5) to organize the implementation of measures regarding labor protection and fire safety within the Economic Security Bureauof Ukraine;

6) to ensure compliance with legislative requirements in the field of labor protection and fire safety within the Economic Security Bureau of Ukraine;

7) to ensure interdepartmental cooperation and interaction with central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the ESBU Director and/or a deputy designated by him, on matters falling within the competence of the Department.

Core functions:

1) to prepare draft agreements and other legal transactions with business entities for the execution of works, provision of services, and supply of goods, and to control the execution of agreements for which it acts as the initiator;

2) to conduct procurement of goods, works, and services in accordance with the Law of Ukraine "On Public Procurement" for the operation, equipment, and improvement of the material and technical base of the Economic Security Bureau of Ukraine;

3) to take measures regarding the conclusion of lease agreements for state-owned real estate;

4) to ensure interaction between the authorized person responsible for the organization and execution of procurement procedures / simplified procurements within the ESBU and the executive authorities responsible for adherence to and application of public procurement legislation;

5) to carry out measures for the storage, accounting, and availability of material assets assigned to the ESBU under the right of operational management, and which are accounted for by the materially responsible employees of the Department who have signed full material liability agreements;

6) to prepare and submit proposals and/or necessary documents regarding the write-off of material assets;

7) to ensure control over the movement and preservation of material assets being used by independent structural units;

8) to control the proper condition of the electricity, heat, and water supply and drainage systems in the ESBU premises;

9) to be responsible for the organization of work and resolution of issues related to transportation support within the ESBU and the technical maintenance of official vehicles owned and/or used by the ESBU;

10) to ensure the rational use of fuels and lubricants, and to control their consumption;

11) to organize the provision of fire safety in the administrative building of the ESBU central office;

12) to control the technical condition of material assets held on the balance sheet of the ESBU central office;

13) to take measures regarding the conclusion of expense reimbursement agreements with balance-holders for the maintenance of leased real estate and/or the provision of utility services to tenants;

14) to prepare and process proposals regarding:

  • the adoption of decisions, in cases stipulated by law, concerning the transfer of state-owned objects belonging to the ESBU's sphere of management, into municipal ownership, or to the sphere of management of other bodies authorized to manage state-owned objects;
  • the adoption of decisions, in cases stipulated by law, concerning the transfer of state-owned objects belonging to the ESBU's sphere of management, from one unit to another;

15) to organize the servicing of the fire alarm system, the fire notification and evacuation system, the automatic fire extinguishing system, and primary firefighting equipment;

16) to organize and ensure the conduct of labor protection and fire safety training for ESBU employees.
