In 2021, the National Strategy for Creating a Barrier-Free Environment in Ukraine 2030 was adopted.

The following areas for creating a Barrier-Free Environment in Ukraine approved by Decree of the Cabinet of Ministers of Ukraine No. 366-p of 14 April 2021 “On Approval of the National Strategy for Creating a Barrier-Free Environment in Ukraine 2030”:

  • Social and civic inclusion — accessibility of all services and equal opportunities for every person and all social groups in all formats of social and civic activity.
  • Inclusive education and lifelong learning — equal opportunities, open access and an inclusive approach to education, as well as opportunities for lifelong learning, to acquire another profession, upgrade skills and acquire additional competences.
  • Barrier-free employment and entrepreneurship — all citizens, irrespective of their age, gender, marital status or health, have the conditions and opportunities to work and to obtain financial and other resources for entrepreneurship or self-employment.
  • Barrier-free information — individuals, regardless of their functional or communication abilities, have access to information in different formats and with the use of assistive technologies.
  • Barrier-free spaces and transport — all physical objects in the environment are accessible to all social groups regardless of age, gender, health condition, disability, wealth, location and other attributes.
  • Barrier-free digital space — all social groups have access to high-speed Internet, public digital services and public information, and have the necessary skills and knowledge to use those digital tools.

The ESBU is the implementer of specific tasks in the Action Plan for 2025-2026 of the National Strategy for the Creation of a Barrier-Free Environment until 2030, approved by Decree of the Cabinet of Ministers of Ukraine No. 374-p of 25 March 2025.

Digital accessibility: ESBU implements alternative descriptions for website images

The Economic Security Bureau of Ukraine is implementing the practice of adding alternative text (alt-text) to all images on its official website. This approach is part of the Bureau's commitment to ensuring information accessibility for all users, particularly those with visual impairments.

As a reminder, the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030 was adopted in 2021. In March 2025, the Government approved the Action Plan for 2025–2026, which specifically includes the implementation of text alternatives for imagery.

Alternative texts are a key tool for digital accessibility, allowing individuals with visual impairments to receive information through specialized assistive technologies, such as screen readers.

Barrier-Free Hour for ESBU employees

As part of the ongoing National Barrier-Free Week in Ukraine, the Economic Security Bureau of Ukraine held an online event titled «Barrier-Free Hour for ESBU Employees.» The session brought together over 600 staff members from the Bureau's central office and territorial directorates. Participants discussed the core ideas and provisions of the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030 and its implementation.

During the «Barrier-Free Hour,» particular attention was paid to issues related to creating equal opportunities for everyone. Participants had the opportunity to familiarize themselves with the fundamental principles of accessibility, its significance for society, and key concepts. ESBU employees actively exchanged views on integrating barrier-free principles into their daily work and their impact on the effectiveness of interaction with citizens.

ESBU Joins National Barrier-Free Week

The Economic Security Bureau of Ukraine and its territorial directorates have joined the nationwide National Barrier-Free Week.

This year, for the first time in Ukraine, the Ministry of Culture and Strategic Communications, in collaboration with the Ministry for Development of Communities and Territories and in partnership with the Presidential Commissioner for Barrier-Free Rights, is organizing National Barrier-Free Week. The events begin on May 19 and will continue until May 25.

National Barrier-Free Week aims to foster a culture of accessibility within Ukrainian society by raising awareness, motivating change, and promoting positive examples of equal opportunities for all social groups.

Barrier-free accessibility represents the formation of a new social culture where everyone has the opportunity to live, learn, work, and travel freely without any obstacles, regardless of age, gender, or health status. It is fundamentally about convenience and respect for the needs of every individual.

The ESBU is responsible for implementing several tasks under the 2025–2026 Action Plan for the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030, approved by Cabinet of Ministers Resolution No. 374-r on March 25, 2025.

National Barrier-Free Week is conducted within the framework of the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030, an initiative led by First Lady Olena Zelenska.
