The structure of the Division includes:
- Department of public communication;
- Department of digital communication;
- Sector of strategic communication and analytics.
Main tasks:
- Formation and implementation of the communication policy of the ESBU.
- Ensuring public awareness of the activities of the ESBU through the media, the official website of the ESBU, social networks, and messengers.
- Ensuring communication support for the activities of the ESBU as a law enforcement agency in compliance with the requirements of criminal, procedural, and information legislation.
- Filling and developing the official digital information resources of the ESBU.
- Implementation of digital communication formats, visualization, and multimedia content.
- Organization of interaction between the ESBU and the media, civil society institutions, state authorities, and law enforcement agencies on communication issues.
- Monitoring and analysis of the information space to identify reputational risks, information threats, and crisis situations.
- Analytical support of managerial decisions in the field of public communications.
- Implementation of strategic and crisis communication measures, as well as measures to counter disinformation and prevent reputational risks.
Functions:
- Develops drafts of strategies, concepts, plans, and other documents in the field of strategic and crisis external communications of the ESBU;
- Collects, processes, and analyzes information, photo, and video materials on the activities of the ESBU for its subsequent publication;
- Ensures the preparation, coordination, and dissemination of official messages of the ESBU through the media, the official website, and pages of the ESBU on social networks and messengers;
- Prepares, adapts, and distributes digital content, including texts, visual materials, infographics, photo, video, and multimedia products;
- Covers the results of pretrial investigations in compliance with the requirements of the Criminal Procedure Code of Ukraine and legislation on information.
- Ensures photo, video, and text documentation of law enforcement activities of the ESBU within the scope of powers;
- Ensures the preparation, organization, and conducting of media events and events with civil society institutions with the participation of the Director of the ESBU, the first deputy director of the ESBU, and deputy directors of the ESBU;
- Conducts photo and video coverage of public events of the ESBU;
- Conducts operational communication with media representatives and provides clarifications within the scope of competence;
- Ensures communication support for the implementation of programs, projects, reforms, and public initiatives of the ESBU.
- Carries out the publication of information, regulatory legal acts, and other official documents within the competence of the ESBU on the official website;
- Ensures keeping the official website of the ESBU updated and developed;
- Translates official messages, information, and documents for placement on the English version of the official website of the ESBU;
- ensures information content, keeping updated, and developing the pages of the ESBU on social networks and messengers;
- Conducts monitoring of mentions in the media, social networks, and public discourse, and performs their analytical processing.
- Prepares analytical briefs, reviews, and recommendations for the leadership of the ESBU on strategic and crisis communications, as well as measures to counter disinformation and prevent reputational risks;
- Develops and implements measures to respond to critical publications and statements in the media;
- Forms content plans, work plans of the department, and submits proposals for draft work plans of the ESBU, as well as relevant reports;
- Coordinates and controls the work of Territorial Offices of the ESBU regarding the implementation of the communication policy of the ESBU, interaction with the media and civil society institutions, information content, keeping updated, and developing the official website of the ESBU and pages of the ESBU on social networks and messengers;
- Participates, by assignment of the Director of the ESBU and his deputies, in the review of citizen appeals, appeals and requests of people's deputies of Ukraine, enterprises, institutions, and organizations on issues within the competence of the department;
- Organizes interaction with the Office of the General Prosecutor, state authorities, and other law enforcement agencies on public communication issues;
- Ensures the management of office administration in the department.
