The cars were imported into Ukraine as humanitarian aid for the AFU and then sold via "OLX" and "AUTO.RIA". During 2026, a suspect in the scheme sold 71 vehicles. The cars were processed through controlled charitable foundations without the payment of customs duties.
The scheme of illegal import and sale of cars was exposed by detectives of the Territorial Office of the Economic Security Bureau of Ukraine in Kyiv together with operatives of the Criminal Investigation Department of the National Police of Ukraine.

The investigation established that three controlled charitable foundations were used for the import of the cars. Documents were submitted to the customs authorities indicating that the vehicles were humanitarian aid and intended for the needs of the Ukrainian military. On this basis, the cars were imported into Ukraine without the payment of customs duties.
However, instead of being transferred for the needs of the AFU, the cars were put up for sale. The suspect placed advertisements on the online platforms "OLX" and "AUTO.RIA" and sold the cars in Kyiv. During 2026, he sold 71 vehicles in this manner.
Law enforcement officers detained the man while attempting to sell another car. During searches at his place of residence, two more vehicles were seized.
Currently, the suspect has been notified of suspicion under Part 3 of Article 201-2 of the Criminal Code of Ukraine (illegal use of humanitarian aid, charitable donations, or uncompensated assistance for the purpose of obtaining profit). The pretrial investigation is ongoing.

The measures were conducted in cooperation with the State Customs Service and the State Border Guard Service of Ukraine. Procedural guidance is carried out by the Kyiv City Prosecutor's Office.
According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime until their guilt is proven in accordance with the law and established by a court verdict.
