The ESBU in Volyn refers case against "Ukrainian Railways" quarry officials to court

 Detectives from the Volyn Territorial Office of the Economic Security Bureau of Ukraine (ESBU) have completed a pre-trial investigation into a case of misappropriation, embezzlement, and official forgery. Officials from the Radoshyn sand quarry, owned by JSC "Ukrainian Railways", are involved in the crime.

According to the investigation, the quarry manager, abusing his official position, organized a scheme to sell sand mixture for cash at reduced prices. These transactions were not reflected in the accounting records. He involved his subordinates—his deputy, accountant, and other employees—in the scheme.

The group members also systematically embezzled diesel fuel by artificially inflating its consumption in reports.

In 2024, more than 61,000 tons of sand worth UAH 5.8 million were illegally extracted from the quarry. In addition, the company lost over UAH 770,000 due to unjustified fuel write-offs.

The suspects were notified of suspicion of criminal offenses under Part 5 of Article 191, Part 3 of Article 28, and Part 1 of Article 366 of the Criminal Code of Ukraine (misappropriation of property on an especially large scale and official forgery committed by an group of persons). The organizer of the scheme is additionally charged under Part 1 of Article 209 of the Criminal Code of Ukraine (laundering of property obtained by criminal means).

All suspects have been placed under house arrest as a preventive measure. The property of four individuals has been seized. The case has already been referred to court.

Operational support was provided by the Strategic Investigations Department of the National Police of Ukraine. Procedural supervision was provided by the Volyn Regional Prosecutor's Office.
