A state enterprise suffered over 8.1 million UAH in damages during the procurement of 25 tractors. Officials rejected a cheaper tender proposal and selected a supplier who offered a higher price. Detectives from the Main Unit of Detectives of the ESBU carried out the pretrial investigation.
The investigation established that from November 2023 to February 2024, the director of the procurement department and the executive director of the enterprise acted by prior conspiracy.
During open tenders, they rejected the proposals of one of the participants with a lower price. Another company with more expensive price proposals was determined as the winner for three lots.
As a result, the state enterprise purchased 25 tractors from this supplier. Thus, material damage in the amount of over 8.1 million UAH was caused to the enterprise.
The actions of the officials are qualified under Part 2 of Article 28 and Part 2 of Article 364 of the Criminal Code of Ukraine—abuse of official position, committed by prior conspiracy by a group of persons.
The indictment has been sent to the court.

According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict.
