Illicit alcohol production in unsanitary conditions: ESBU dismantles two underground distilleries in Kyiv

 Detectives of the ESBU Territorial Office in Kyiv have uncovered an interregional organized group that established the illegal production and sale of alcoholic beverages. As a result of these measures, two clandestine production facilities were shut down.

The investigation established that the suspects organized a full cycle of illegal alcohol production: alcohol was purchased and stored in various regions of Ukraine before being transported to Kyiv.

Subsequently, alcoholic beverages were produced in equipped premises without the necessary permits or excise tax stamps. The production took place under unsanitary conditions.

Following authorized searches, operations at two illegal alcohol manufacturing sites were terminated.

Approximately 50 tons of alcohol used as raw material, as well as 3 tons of finished products, were seized. Additionally, detectives seized production equipment, containers, draft records, financial and economic documentation, and vehicles used for the transportation and storage of alcohol.

Moreover, the suspects' personal vehicles were seized, which, according to the investigation, may have been purchased using proceeds from illegal activities.

The estimated value of the seized illicitly manufactured products exceeds UAH 15 million.

The actions of the group members have been classified under Part 2 of Art. 199 (manufacturing, storage, and sale of counterfeit excise tax stamps), Part 2 of Art. 204 (illegal manufacture, storage, and sale of excisable goods), and Part 1 of Art. 209 (money laundering of proceeds obtained through criminal means) of the Criminal Code of Ukraine.

A number of forensic examinations have been appointed, and the full circle of individuals involved in organizing and administering the illegal activity is being identified. Measures are being taken to ensure compensation for the damages caused to the state.

The pre-trial investigation is ongoing. Procedural oversight is being carried out by the Kyiv City Prosecutor's Office.
