According to Vadym Melnyk, Director of the Economic Security Bureau of Ukraine, all russians are currently under the surveillance of the ESBU. The Bureau takes risks into account and verifies them. After all, the money should not go to finance a terrorist country.
"Our country is in a state of war and it cannot be that the aggressor conducts economic activities directly or indirectly on our territory. That these assets and production facilities work for the benefit of their budget and not for the benefit of the budget of Ukraine. And this is already our business, economic security. The ESBU acts exclusively within its jurisdiction. And we made these assets work for Ukraine!", Melnyk is convinced.
Currently, Ukraine has a clearly defined procedure for dealing with assets seized during criminal proceedings. The assets seized by the ESBU are transferred to ARMA after investigative and judicial procedures. Today the sum of these assets exceeds UAH 40 billion.
"For example, we arrested the wagons of the aggressor country. Through ARMA according to the court's decision, everything was transferred to the management of Ukrzaliznytsia. By the end of 2022 the income from the use of wagons is UAH 1.7 billion.
Another example, ARMA sold the seized the ESBU ammonia worth more than UAH 910 million. In order for these funds to work as quickly as possible for the needs of the Armed Forces in agreement with the Cabinet of Ministers, UAH 600 million worth of military bonds were purchased. And military bonds are a mechanism of direct support of the budget and the army in wartime. And this is the effect of the work of the ESBU and the activities of ARMA".
However, according to Melnyk not all algorithms are clearly spelled out in the law. But this is gradually changing. There will be no place for russian business here.
"If there is a legal way to take some asset from them into the income of Ukraine, so that it benefits Ukraine exclusively, we will do it," the Director of the ESBU assures.
