Detectives of the Main Detective Unit of the Economic Security Bureau of Ukraine have exposed a scheme for the illegal development of a state-owned land plot in Kyiv. The state suffered damages exceeding 2.3 million UAH.
According to the investigation, officials of a state enterprise, in conspiracy with representatives of a private company and an official of a scientific institution, organized the use of a state-owned land plot for purposes other than its designated use.
The land was intended for the maintenance of production and administrative buildings of a state enterprise within the National Academy of Sciences of Ukraine system. Despite this, the suspects organized their development with multi-apartment residential buildings.
To create the appearance of legal construction, the officials made changes to state registers. To implement the scheme, they concluded an agreement between the state enterprise and the private company and modified certain urban planning documents.
At the same time, the designated purpose of the land plot was not changed in the manner prescribed by law. Nevertheless, construction work actually commenced on the site during 2022–2023.
As a result of these actions, material damage to the state has been caused in an amount exceeding 2.3 million UAH.
Currently, three individuals have been notified of suspicion of abuse of office, as well as incitement and complicity in the commission of the offense.
The pre-trial investigation is being conducted by detectives of the Main Detective Unit of the ESBU.
Procedural oversight is carried out by prosecutors of the Office of the Prosecutor General. Operational support is provided by the Security Service of Ukraine.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime and shall not be subjected to criminal punishment until their guilt is proven in a legal manner and established by a court's guilty verdict.
