Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in the Chernivtsi region have completed a pre-trial investigation into the former head and a procurement specialist of a municipal transport enterprise. The indictment has been sent to court.
The investigation established that the officials, abusing their office during the procurement of electricity, caused the municipal enterprise losses totaling nearly UAH 3.5 million.
During the tender conducted via the "Prozorro" system, which involved 18 companies, two participants with the lowest price offers were rejected without justification under the pretext of an alleged "risk of artificial price underestimation".
Subsequently, the procurement conditions were changed in such a way as to ensure the victory of a participant with a higher electricity cost. As a result of these actions, the enterprise incurred losses, and an unlawful benefit was created for third parties.
The indictment against the individuals involved has been sent to court. They are charged with committing a crime under Part 2 of Article 28 and Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of office committed by prior conspiracy by a group of persons).
Operational support was provided by employees of the Security Service of Ukraine Office in the Chernivtsi region. Procedural guidance was handled by the Chernivtsi Regional Prosecutor's Office.
