On January 29, 2026, Oleksandr Tsyvinskyi, Director of the Economic Security Bureau of Ukraine, signed Order No. 35 "On the Commencement of the Attestation of Employees of the Economic Security Bureau of Ukraine." This pertains to a one-time attestation of Bureau staff to verify their integrity and professional competence. The procedure is being conducted in accordance with legislative requirements.
"Attestation is a planned stage of the Bureau's institutional development. The process is organized to ensure transparency, predictability, and respect for the rights of every employee," noted Oleksandr Tsyvinskyi.
The procedure for the one-time attestation, along with the criteria and methodology for assessing the integrity and professional competence of employees, was approved by an order of the Economic Security Bureau of Ukraine, which was registered with the Ministry of Justice of Ukraine on January 26, 2026.
The attestation is structured into two stages. Initially, the assessment will focus on heads and deputy heads of both the central office and territorial departments, followed by the remaining staff of the Economic Security Bureau of Ukraine.
The process will be managed by attestation commissions, each consisting of 12 members: six representatives from Ukraine and six from international and foreign organizations. This group includes experts, anti-corruption activists, human rights defenders, lawyers, and members of the business community. Notably, no ESBU employees are included in these commissions. Furthermore, the commissions maintain complete organizational independence from the Bureau, providing an additional guarantee of objectivity and impartiality in their decisions.
The attestation is planned to be completed no later than 18 months from the date of Oleksandr Tsyvinskyi’s appointment as Director of the Bureau, in February 2027.
