Access to public information

Dear citizens!

A request for information managed by the Territorial Office of the ESBU in the Vinnytsia region can be submitted:

  • by mail – to the official address: Territorial Office of the ESBU in Vinnytsia region, 36 Pryvokzalna St., Vinnytsia, 21001
  • in person at the same address.

  • verbally – by making a phone call to the "hotline" at +38 (0432) 55 02 42, appeals are accepted on working days from 14:00 to 16:00. The responsible employee will fill out the form for submitting your request for public information over the phone.

The information request must necessarily indicate:

  • the requester's first and last name, mailing address or email address, as well as a contact phone number, if available;
  • the information or its type; indicate the name, details, or content of the document being requested, if known;
  • signature and date, if the request is submitted in writing;
  • the desired method of receiving the information.

In the absence of any of the listed requisites, the request for information will be denied (or rejected).

The procedure for ensuring access to public information at the Economic Security Bureau of Ukraine and its territorial departments was approved by the ESBU Order No. 67 of April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (with amendments).

Request processing time

  • 5 working days from the date the request is received;
  • up to 20 working days, if the request involves the provision of a large amount of information or requires the processing of a significant volume of data. You will be notified of this in writing no later than five working days from the date the request is received;
  • 48 hours from the moment of receipt, if the request concerns information necessary to protect a person's life or freedom, information about the state of the natural environment, the quality of food products and household items, accidents, catastrophes, dangerous natural phenomena, and other emergencies that have occurred or may occur and threaten the safety of citizens.

In the event of force majeure circumstances (natural disasters, hostilities, man-made catastrophes, or other force majeure events), a delay in satisfying the information request is allowed. If the requested information cannot be provided for review within the timeframes stipulated by the Law of Ukraine "On Access to Public Information", you will be notified of this in writing with an explanation of the procedure for appealing the decision made.

Information upon request is provided free of charge.

Procedure for reimbursement of actual costs

The Procedure for the reimbursement of actual costs for the copying or printing of documents provided upon a request for information managed by the Territorial Office of the ESBU in the Vinnytsia region, and the Amount of actual costs for the copying or printing of documents provided upon a request for information managed by the Territorial Office of the ESBU in the Vinnytsia region, were approved by the Order of the Economic Security Bureau of Ukraine No. 47 of December 16, 2021, registered with the Ministry of Justice of Ukraine on February 08, 2022, under No. 166/37502 (with amendments).

If the requested information exceeds 10 pages in volume, you will be notified of this within 5 working days, indicating the cost of copying and how to pay. The requested documents will be sent within 3 working days after payment confirmation.

When providing an individual with information about themselves, or documents or information that are of public interest, no fee is charged for copying and printing.

Denial of access to public information

Your request for information may be denied. The response regarding the denial of the information request is provided in written form.

Grounds for refusal to provide public information:

  • the Territorial Office of the ESBU in the Vinnytsia region does not possess and is not obligated, according to its competence, to possess the information requested;
  • the information requested belongs to the category of restricted-access information;
  • he requester has not paid the actual costs associated with the copying or printing of documents;
  • the requirements regarding the mandatory requisites of the information request have not been met.

Appealing decisions, actions, or inaction of state authorities and their officials

Every requester has the right to appeal the decisions, actions, or inaction of information managers in the event of:

  • denial of satisfaction of the information request
  • deferral of satisfaction of the information request;
  • failure to provide a response to the information request;
  • provision of unreliable or incomplete information;
  • untimely provision of information;
  • failure by information managers to fulfil the obligation to disclose information in accordance with Article 15 of the Law;
  • other decisions, actions, or inaction of information managers that violated the legitimate rights and interests of the requester.

Decisions, actions, or inaction of employees of the Territorial Office of the ESBU in Vinnytsia region regarding access to public information may be appealed to the Head of the Territorial Office or to the court.

Complaints regarding decisions, actions, or inaction of the heads of structural units of the Territorial Office of the ESBU in Vinnytsia region concerning access to public information are considered in the manner and within the timeframes defined by the Law of Ukraine "On Citizens' Appeals".

The appeal of decisions, actions, or inaction of information managers to the court is carried out in accordance with the Code of Administrative Procedure of Ukraine.
