The premises of the Territorial Office of the ESBU in the Poltava region have a specially designated area where conditions have been created for persons with physical disabilities to submit requests. If for valid reasons (disability, physical limitations, etc.) you are unable to submit a written request, responsible employees of the Territorial Office of the ESBU in the Poltava region will prepare it for you. You will be provided with a copy of the request.

A request for information must necessarily include:

  • the requester's first and last name, postal address or email address, as well as a contact phone number, if any;
  • the information or its type, specifying the title, details, or content of the document being requested, if known;
  • the signature and date, if the request is submitted in writing;
  • the preferred method of receiving the information.

In the absence of any of the listed details, the request will be denied consideration.

The procedure for ensuring access to public information in the Economic Security Bureau of Ukraine and its Territorial Offices was approved by ESBU Order No. 67 dated April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (as amended).

Responsible persons

The Document Management and Control Sector of the Territorial Office of the ESBU in the Poltava region is responsible for the reception and registration of requests for public information. The responsible person is Olena Tokar — Chief Specialist of the Document Management and Control Sector.

Terms for consideration of requests

  • 5 working days from the date of receipt of the request;
  • up to 20 working days, if the request concerns the provision of a large amount of information or requires the processing of a significant amount of data. You will be notified of this in writing no later than five working days from the date of receipt of the request;
  • 48 hours from the moment of receipt, if the request concerns information necessary for the protection of a person's life or freedom, information about the state of the natural environment, the quality of food products and household items, accidents, catastrophes, dangerous natural phenomena and other emergencies that have occurred or may occur and threaten the safety of citizens.

In the event of force majeure circumstances (natural disasters, military actions, technological catastrophes, or other force majeure), a delay in fulfilling the request for information is permitted. If the requested information cannot be provided for review within the timeframes prescribed by the Law of Ukraine 'On Access to Public Information,' you will be notified in writing with an explanation of the procedure for appealing the decision.

Information upon request is provided free of charge.

Procedure for reimbursement of actual expenses

The Procedure for reimbursement of actual expenses for copying or printing documents provided upon a request for information, for which the Economic Security Bureau of Ukraine or its territorial offices is the administrator, and the Amount of actual expenses for copying or printing documents provided upon a request for information, for which the Economic Security Bureau of Ukraine or its Territorial Offices is the administrator, were approved by the Order of the Economic Security Bureau of Ukraine dated December 16, 2021, No. 47, registered with the Ministry of Justice of Ukraine on February 8, 2022, under No. 166/37502 (as amended).

If the requested information exceeds 10 pages, you will be notified of this within 5 working days, specifying the cost of copying and the payment method. The requested documents will be sent within 3 working days after confirmation of payment.

When providing an individual with information about themselves and documents or information that is of public interest, no fee for copying and printing is charged.

Refusal to provide public information

You may be denied the fulfillment of a request for information. A response regarding the refusal to fulfill a request for information is provided in writing.

Grounds for refusal to provide public information:

  • the Territorial Office of the ESBU in the Poltava region does not possess and is not obliged, according to its competence, to possess the information regarding which the request was made;
  • the requested information belongs to the category of information with restricted access;
  • the requester has not paid the actual expenses related to the copying or printing of documents;
  • the requirements regarding the mandatory details of the request for information have not been met.

Appealing decisions, actions, or omissions of public authorities and their officials

Each requester has the right to appeal the decisions, actions, or omissions of information administrators in the event of:

  • refusal to fulfill a request for information;
  • deferral of fulfillment of a request for information;
  • failure to respond to a request for information;
  • provision of unreliable or incomplete information;
  • untimely provision of information;
  • failure by administrators to fulfill the obligation to publish information in accordance with Article 15 of the Law;
  • other decisions, actions, or omissions of information administrators that have violated the lawful rights and interests of the requeste.

Decisions, actions, or omissions of employees of the Territorial Office of the ESBU in the Poltava region regarding access to public information may be appealed to the head of the Territorial Office of the ESBU in the Poltava region or to a court.

Complaints against decisions, actions, or omissions of the heads of structural units regarding access to public information are considered in the manner and within the timeframes established by the Law of Ukraine 'On Citizens' Appeals.

Appealing decisions, actions, or omissions of information administrators to a court is carried out in accordance with the Code of Administrative Court Procedure of Ukraine.

Publication of public information

The Territorial Office of the ESBU in the Poltava region systematically and promptly publishes public information. You can access it:

  • in official printed publications;
  • on the official website of the ESBU;
  • on the official pages and channels of the ESBU and the Territorial Office of the ESBU in the Poltava region on social networks and messengers;
  • on the unified state web portal of open data;
  • on information stands in the premises of the Territorial Office of the ESBU in the Poltava region.
