Dear citizens!

You can submit a request for information managed by the Territorial Office by:

Form for submitting a request for public information by e-mail 

The request for information must contain:

  • the name of the requestor, postal address, or e-mail address, as well as the number of the means of communication, if any;
  • a general description of the information or the type, name, details, or content of the document requested, if the requestor knows it;
  • signature and date if the request is made in writing.

The request for information must specify the preferred method of obtaining information.

The response to the request shall be provided within five business days from the date of receipt of the request in the manner chosen by the requestor.

If the request for information concerns information necessary to protect the life or freedom of a person, information on the state of the environment, the quality of food and household items, accidents, disasters, natural hazards, and other emergencies that have occurred or may occur and threaten the safety of citizens, the response shall be provided within 48 hours from the date of receipt of the request.

If the request concerns the provision of a large amount of information or requires the search for information among a significant amount of data, the term for its consideration may be extended up to 20 business days with justification for such an extension. The requestor shall be notified of the extension of the review period in writing no later than five business days from the date of receipt of the request.

Information upon request is provided free of charge.

If the requested information contains documents with a volume of more than 10 pages, the requestor shall be notified of this within five business days from the date of receipt of the request, indicating the amount of actual costs associated with copying or printing of documents as well as the details and procedure for reimbursement of such costs. Information shall be provided within three business days after confirmation of payment of actual expenses.

The information administrator has the right to refuse to satisfy the request by Article 22 of the Law of Ukraine "On Access to Public Information" (hereinafter — the Law) in the following cases:

  • The information administrator does not possess and is not obliged, by its competence under the law, to possess the information requested.
  • The requested information is classified as restricted information by part two of Article 6 of the Law.
  • The person who submitted the request for information did not pay the actual costs associated with copying or printing provided for in Article 21 of the Law.

The requirements for a request for information provided in part five of Article 19 of the Law were not met.

According to the Law, public information is information reflected and documented by any means and on any media that was obtained or created in the course of fulfilment by public authorities of their duties under the applicable law or which is in the possession of public authorities, other public information managers as defined by the Law.

The Law does not apply to relations concerning the receipt of information by public authorities in the course of their functions, as well as to relations in the field of citizens' appeals, which are regulated by a special law.

Appealing against decisions, actions, or omissions of information administrators

Under Article 23 of the Law decisions actions or omissions of information administrators may be appealed to the head of the administrator a higher authority or a court.

Under Article 23 of the Law, every requester has the right to appeal against decisions, actions, or inaction of information managers in the event of:

1) refusal to satisfy the request for information;

2) delay in satisfying the request for information;

3) failure to respond to a request for information;

4) providing false or incomplete information;

5) untimely provision of information;

6) failure by the administrators to fulfil their obligation to publish information by Article 15 of the Law;

7) other decisions, actions, or omissions of information administrators that violated the legal rights and interests of the requester.

Appeals against decisions, actions, or omissions of information administrators to the court are made by the Code of Administrative Procedure of Ukraine.
