Access to public information

Dear Citizens!

A request for information managed by the Territorial Office of the ESBU in the Odesa region can be submitted:

  • orally – by calling the hotline at +38 (048) 753 12 94. Calls are accepted daily from Monday to Friday, from 14:00 to16:00. A responsible officer will complete the public information request form for you over the phone.

The Territorial Office premises include a specially designated area equipped for the submission of requests by persons with disabilities. If, for valid reasons (disability, physical limitations, etc.), you are unable to submit a written request, responsible ESBU employees will fill it out for you. A copy of the request will be provided to you.

A request for information must necessarily include:

  • the requester’s first and last name, mailing address or email address, and a contact phone number, if available;
  • the information or its type, including the title, reference details (requisites), or the content of the document being requested, if known;
  • a signature and date, if the request is submitted in writing;
  • the preferred method of receiving the information.

If any of the aforementioned details are missing, the request will be denied.

The procedure for ensuring access to public information at the Economic Security Bureau of Ukraine and its territorial offices was approved by ESBU Order No. 67, dated April 12, 2022, and registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (as amended).

Responsible Persons

The Division of Document Management and Control is responsible for receiving and registering public information requests. The responsible officer is Nataliia Ivushkina – Deputy Head of the Division of Document Management and Control of the ESBU of the Territorial Office in the Odesa region.

Timeline for request processing

  • within 5 working days from the date of receipt of the request;
  • up to 20 working days, if the request concerns a large volume of information or requires processing a significant amount of data. You will be notified of this in writing no later than five working days from the date of receipt of the request;
  • within 48 hours of receipt, if the request concerns information necessary for the protection of a person’s life or liberty, information about the state of the environment, the quality of food products and household items, accidents, disasters, dangerous natural phenomena, and other emergencies that have occurred or may occur and threaten public safety.

In the event of force majeure (natural disasters, military actions, technological catastrophes, or other unforeseen circumstances), a delay in fulfilling the information request is permitted. If the requested information cannot be provided for review within the timeframes prescribed by the Law of Ukraine "On Access to Public Information," you will be notified in writing with an explanation of the procedure for appealing the decision.

Information in response to a request is provided free of charge.

Denial of access to public information

You may be denied access to the requested information. A response regarding the denial of an information request shall be provided in writing.

Grounds for denial of access to public information:

  • the ESBU does not possess and is not required, within its competence, to possess the information requested;
  • the requested information falls under the category of restricted access information;
  • the requester has not paid the actual costs associated with copying or printing documents;
  • the requirements regarding the mandatory details of the information request have not been met.

Appealing decisions, actions, or omissions of public authorities and their officials

Every requester has the right to appeal decisions, actions, or omissions of information possessors in the event of:

  • denial of satisfaction of the information request;
  • delay in satisfying the information request;
  • failure to provide a response to the information request;
  • provision of unreliable or incomplete information;
  • untimely provision of information;
  • failure by information possessors to fulfill the obligation to publicize information in accordance with Article 15 of the Law;
  • other decisions, actions, or omissions of information possessors that violated the legitimate rights and interests of the requester.

Decisions, actions, or omissions of the ESBU officials regarding access to public information may be appealed to the Director of the ESBU, the heads of the ESBU of the Territorial Offices, or in court.

Complaints regarding the decisions, actions, or omissions of the heads of the ESBU structural units concerning access to public information are considered in the manner and within the timeframes established by the Law of Ukraine "On Citizens' Appeals."

Appeals against decisions, actions, or omissions of information possessors in court are carried out in accordance with the Code of Administrative Justice of Ukraine.

Public disclosure of information

The ESBU systematically and promptly discloses public information. You can access it through:

  • official printed publications;
  • the official ESBU website;
  • official ESBU pages and channels on social media and messaging platforms;
  • the Unified State Web Portal of Open Data;
  • information boards within the premises of ESBU bodies.
