Access to public information

Dear Citizens!

A request for information managed by the Territorial Office of the ESBU in the Lviv region can be submitted:

  • by mail – to the official address: Territorial Office of the ESBU in the Lviv region, 67 K. Levytskoho St., Lviv, Lviv region, 79017

  • orally – by calling the "hotline" at +38 (032) 297 32 88; requests are accepted daily from Monday to Thursday from 09:00 to 18:00, and on Friday from 09:00 to 16:45, with a lunch break from 13:00 to 13:45. A responsible employee will fill out the public information request form for you over the phone.

The following information must be included in the request for information:

  • the requester’s first and last name, mailing address, or email address, as well as a contact telephone number, if available;
  • the information or its type, including the title, reference details, or content of the requested document, if known;
  • signature and date, if the request is submitted in writing;
  • the preferred method of receiving the information.

In the absence of any of the listed details, the request will be denied for consideration.

The procedure for ensuring access to public information in the Economic Security Bureau of Ukraine and its Territorial Offices was approved by ESBU Order No. 67 dated April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787.

Term for consideration of requests

  • 5 business days from the date the request is received;
  • up to 20 business days if the request involves a large volume of information or requires the processing of a significant amount of data. You will be notified of this in writing no later than five business days from the date of receipt of the request;
  • 48 hours from the moment of receipt if the request concerns information necessary to protect a person's life or freedom, information about the state of the natural environment, the quality of food products and household items, accidents, catastrophes, dangerous natural phenomena, and other emergencies that have occurred or may occur and threaten the safety of citizens.

In the event of force majeure circumstances (natural disasters, military actions, technological catastrophes, or other force majeure), a delay in satisfying a request for information is permitted. If the requested information cannot be provided for review within the timeframes prescribed by the Law of Ukraine 'On Access to Public Information,' you will be notified in writing with an explanation of the procedure for appealing the decision.

Information is provided upon request free of charge.

Refusal to provide public information

Your request for information may be denied. A notice of refusal to satisfy the request for information shall be provided in writing.

Grounds for refusal to provide public information:

  • the Territorial Office of the ESBU in the Lviv region does not possess the requested information, nor is it obligated to under its competence.
  • the requested information is considered restricted access.
  • the requester has not paid the costs for copying or printing documents.
  • the request for information did not meet the mandatory detail requirements.

Appealing decisions, actions, or omissions of state authorities and their officials

Each requester has the right to appeal decisions, actions, or omissions of information possessors in the event of:

  • refusal to satisfy a request for information;
  • delay in satisfying a request for information;
  • failure to provide a response to a request for information;
  • provision of inaccurate or incomplete information;
  • untimely provision of information;
  • failure of information possessors to fulfill the obligation to disclose information in accordance with Article 15 of the Law;
  • other decisions, actions, or omissions of information possessors that violated the legitimate rights and interests of the requester.

Decisions, actions, or omissions of the Bureau's staff regarding access to public information may be appealed to the Director of the ESBU / heads of the Territorial Offices of the ESBU or to a court.

Complaints regarding decisions, actions, or omissions of the heads of structural units within the Bureau's bodies concerning access to public information are reviewed in accordance with the procedures and timeframes established by the Law of Ukraine 'On Citizens' Appeals'.

The appeal of decisions, actions, or omissions of information possessors in court is carried out in accordance with the Code of Administrative Justice of Ukraine.

Publication of public information

The ESBU systematically and promptly discloses public information. You can access it via:

  • official printed publications;
  • the official ESBU website;
  • official ESBU pages and channels on social media and messengers;
  • the unified state open data web portal;
  • information boards located on the premises of ESBU bodies.
