Access to public information

Dear citizens!

A request for information managed by the Territorial Office of the ESBU in Kyiv can be submitted in the following ways:

  • by mail – to the mailing address: Territorial Office of the ESBU in Kyiv, 84 Kazymyr Malevych Street, Kyiv, 0315
  • in person at the same address

  • verbally – by calling the 'hotline' at +38 (098) 323 55 64; requests are accepted daily from Monday to Friday, between 14:00 and 16:00. The responsible employee will fill out a form for submitting your request for public information over the phone

Form for submitting a request by telephone

In the ESBU premises, there is a specially designated place where conditions have been created for submitting requests by persons with disabilities. If, for valid reasons (disability, limited physical abilities, etc.), you are unable to submit a written request, it will be completed by responsible ESBU employees. You will be provided with a copy of the request.

The request for information must necessarily include:

  • the requester's first and last name, mailing address or email address, as well as a contact phone number, if available;
  • the information or its type, specify the name, details, or content of the document you are requesting, if known;
  • signature and date, if the request is submitted in written form;
  • the preferred method of receiving the information.

Failure to provide any of the listed details will result in the request being denied.

The procedure for ensuring access to public information in the Economic Security Bureau of Ukraine and its Territorial Office was approved by ESBU Order No. 67 of April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (with amendments).

Timeframe for processing requests

  • 5 business days from the date the request is received;
  • up to 20 business days if the request involves providing a large volume of information or requires processing a significant amount of data. You will be notified of this in writing no later than five business days from the date the request is received;
  • 48 hours from the time of receipt if the request concerns information necessary to protect a person's life or freedom, information about the state of the natural environment, the quality of food products and household items, accidents, catastrophes, dangerous natural phenomena, and other emergencies that have occurred or may occur and threaten the safety of citizens.

In the event of force majeure circumstances (natural disasters, military actions, man-made catastrophes, or other unforeseen events), a delay in satisfying the information request is permissible. If the requested information cannot be provided for review within the timeframes stipulated by the Law of Ukraine "On Access to Public Information", you will be notified in writing with an explanation of the procedure for appealing the decision made.

Information is provided free of charge upon request.

Procedure for reimbursement of actual costs

The Procedure for reimbursement of actual costs for copying or printing documents provided upon an information request, the manager of which is the Economic Security Bureau of Ukraine or its Territorial Offices, and the Amount of actual costs for copying or printing documents provided upon an information request, the manager of which is the Economic Security Bureau of Ukraine or its territorial departments, were approved by Order of the Economic Security Bureau of Ukraine No. 47 of December 16, 2021, registered with the Ministry of Justice of Ukraine on February 8, 2022, under No. 166/37502 (with amendments).

If the requested information exceeds 10 pages in volume, you will be notified within 5 business days, indicating the cost of copying and how to pay. The requested documents will be sent within 3 business days after payment confirmation.

When providing a person with information about themselves, or documents or information that is of public interest, no copying or printing fees are charged.

Refusal to provide public information

Your request for information may be denied. A response regarding the refusal to satisfy the information request is provided in written form.

Grounds for refusal to provide public information:

  • the Territorial Office of the ESBU in Kyiv does not possess, and is not obligated to possess according to its competence, the information that was requested;
  • the requested information belongs to the category of restricted-access information;
  • the applicant has not paid the actual costs associated with the copying or printing of documents;
  • the requirements regarding the mandatory details of an information request have not been met.

Appealing decisions, actions, or inaction of state authorities and their officials

Every applicant has the right to appeal the decisions, actions, or inaction of information managers in the event of:

  • refusal to satisfy an information request;
  • delay in satisfying an information request;
  • failure to provide a response to an information request;
  • providing unreliable or incomplete information;
  • untimely provision of information;
  • failure by the managers to fulfill the obligation to disclose information in accordance with Article 15 of the Law;
  • other decisions, actions, or inaction of information managers that violated the legitimate rights and interests of the applicant.

Decisions, actions, or inaction of employees of ESBU bodies regarding access to public information may be appealed to the Director of the ESBU / heads of the territorial departments of the ESBU, or to the court.

Complaints regarding the decisions, actions, or inaction of the heads of structural subdivisions of the ESBU bodies concerning access to public information are reviewed according to the procedure and terms defined by the Law of Ukraine "On Citizens' Appeals".

The appeal of decisions, actions, or inaction of information managers to the court is carried out in accordance with the Code of Administrative Procedure of Ukraine.

Disclosure of public information

The Territorial Office of the ESBU in Kyiv systematically and promptly discloses public information. You can access it:

  • in official print media;
  • on the official website of the TO of the ESBU;
  • on the official pages and channels of the TO of the ESBU in social networks and messengers;
  • on the Unified State Web Portal of Open Data;
  • on information stands within the premises of the TO of the ESBU in Kyiv bodies.
