The purchase of a tomograph at an inflated cost caused over UAH 4.8 million in losses to the community

 In Zakarpattia, the head of a municipal medical institution and an employee responsible for public procurement will stand trial. According to the investigation, during the purchase of a computer tomograph for a children's hospital, they misappropriated over 4.8 million UAH in budget funds. The indictment has already been sent to the court.

The equipment was purchased within the framework of an international project using regional budget funds and grant financing.

The investigation established that during the preparation of tender documentation and the conclusion of contracts, the officials created conditions for the purchase of the computer tomograph and its components at an inflated cost.

During the procurement process, one of the participants was repeatedly allowed to correct documents. The procurement lasted more than a month, and the tender proposal was adjusted six times.

Forensic-economic and commodity expert examinations confirmed that over 4.8 million UAH in damages was caused to the local budget.

During authorized searches at the workplaces and residences of the suspects, financial and economic documentation, rough notes, and digital information storage media were seized.

The head of the medical institution and the employee responsible for public procurement have been notified of suspicion under part 5 of article 191 of the Criminal Code of Ukraine (misappropriation of someone else's property by abuse of official position, committed on an especially large scale). The indictment has been sent to court.

The sanction of the article provides for imprisonment for a term of 7 to 12 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and with confiscation of property.

Procedural guidance is exercised by prosecutors of the Zakarpattia Regional Prosecutor's Office, and employees of the SSU Department in the Zakarpattia region and the Department of Strategic Investigations in the Zakarpattia region of the DSI of the National Police of Ukraine provide operational support.

According to article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict of guilty.
