The Director of the Economic Security Bureau of Ukraine, Oleksandr Tsyvinskyi, has signed the relevant orders approving the composition of the Attestation and Staffing Commissions

 The Economic Security Bureau of Ukraine has completed the formation of certification and personnel commissions that will re-certify employees and select new personnel for the Bureau. The relevant orders No. 231 and No. 232 of November 5, 2025, were signed by the Director of the ESBU, Oleksandr Tsyvinskyi.

In total, two certifications and two personnel commissions have been created. They include leading international experts, lawyers, human rights defenders, representatives of anti-corruption non-governmental organizations, and the business community. The candidates for the commissions were recommended by the European Union Delegation to Ukraine, the Embassy of the Kingdom of the Netherlands, the US Embassy, and the European Union Advisory Mission in Ukraine. The rest of the commissions were appointed by the Director of the Bureau.

“Only through independent commissions will we be able to create a truly renewed and honest ESBU team. It is essential for us that the certification and selection of personnel be conducted openly, honestly, and in a manner that is understandable to everyone, and that their results be legitimate and fair,” said Oleksandr Tsyvinskyi.

In addition, reserve lists of candidates to replace members of personnel commissions in the event of early termination of their powers have been approved.

The task of the certification commissions is to ensure a high-quality process of assessing the compliance of Bureau employees with the criteria of integrity and professional competence. The first stage will involve the certification of heads and deputy heads of departments of the central office and regional offices. The second stage will cover all other employees. The total duration of the certification process will not exceed 18 months from the date of appointment of the Director of the Bureau.

The personnel commissions will be responsible for selecting new employees who share the values of the ESBU and will work to the highest standards of professionalism.
