Detectives of the Main Detective Unit of the Economic Security Bureau of Ukraine completed a pretrial investigation against the former director of a private company - an electricity supplier—and the former head of a state institution of the Ministry of Defense of Ukraine. As a result of illegal actions, 46.7 million UAH of damage was caused to the state. The indictment has been referred to court.
The former director of the private company is charged with misappropriation of budget funds in particularly large amounts, and the former head of the state institution of the Ministry of Defense is charged with official negligence.
The investigation established that in 2021 and 2023, during the supply of electricity for the needs of state institutions of the Ministry of Defense, the cost of electricity was groundlessly increased by concluding additional agreements to the contracts. As a result of this, 46.7 million UAH of damage was caused to the state.
The first episode concerns the supply of electricity to a state institution of the Ministry of Defense in Odesa in 2021. Due to a groundless increase in the cost of electricity, 17.3 million UAH of damage was caused to the state.
The second episode occurred in 2023 during the supply of electricity to one of the state institutions of the Ministry of Defense in Kyiv. The amount of damage was 29.4 million UAH. According to the investigation, the then head of the state institution of the Ministry of Defense was involved in this episode.
During the pretrial investigation, detectives conducted more than 10 searches and seized documents and other evidence. Forensic economic examinations confirmed the total amount of damage—46.7 million UAH. Within the framework of criminal proceedings, 17.3 million UAH has already been reimbursed to the state.
The pretrial investigation was carried out by detectives of the Main Detective Unit of the ESBU with operational support from the Department of Strategic Investigations of the National Police of Ukraine and procedural oversight by the Specialized Prosecutor's Office in the Defense Sphere of the Office of the Prosecutor General.
