Since the beginning of the year, ESBU has secured reimbursement of UAH 3 billion of losses caused to the state

 During the first half of 2025, detectives of the Economic Security Bureau of Ukraine (ESBU) secured the reimbursement of UAH 3 billion to the state budget in criminal proceedings submitted to court.

In total, ESBU detectives completed pre-trial investigations in over one thousand criminal cases and issued notices of suspicion to 732 individuals.

Among these investigations, 35 involved crimes committed by organised groups and criminal organisations, comprising a total of 129 individuals.

In completed cases, property with a total value of UAH 1.4 billion was seized.

Additionally, when investigating crimes related to the illegal circulation of excisable goods, ESBU detectives confiscated raw materials, goods, and equipment worth over UAH 3.4 billion.

Among the seized items: approximately one million packs of cigarettes, 9.5 million excise tax stamps, over 6 million liquids for electronic cigarettes, nearly 3,000 tonnes of alcoholic beverages, more than 14.5 tonnes of fuel, and more.

Furthermore, over 74 units of equipment used for the illegal production of tobacco and alcohol products, as well as for operations at illegal fuel stations, were confiscated.

Previously, during the roundtable with leading business associations “Control Without Pressure: How to Build Trust Between Business and the State During Wartime,” Head of the Main Detectives Division of the ESBU, Oleksandr Tkachuk, noted that in cases of tax evasion referred to court with motions for exemption from criminal liability under Part 4 of Article 212 of the Criminal Code of Ukraine, UAH 1.4 billion was voluntarily reimbursed within five months.
