The management of the Economic Security Bureau of Ukraine, together with representatives of other law enforcement agencies, chaired by Prosecutor General of Ukraine Andrii Kostin, approved an action plan aimed at implementing the Comprehensive Strategic Plan for Reforming Law Enforcement Agencies as Part of the Security and Defense Sector of Ukraine for 2023-2027.
The document concerns the institutional capacity of law enforcement agencies and criminal procedure legislation.
According to Andrii Pashchuk, the Acting Director of the ESBU, during the preparation of the draft plan, the ESBU expert group worked on several proposals and comments that helped to formulate the main strategic priorities for reforming law enforcement agencies as part of the economic security sector of Ukraine.
In particular, at the initiative of the ESBU, the document was supplemented with provisions on the introduction of mechanisms for periodic re-certification and evaluation of employees engaged in analysis, operational and investigative activities, and pre-trial investigation of criminal offenses under the ESBU's jurisdiction.
It also envisages measures aimed at ensuring further development of the law enforcement system through the use of risk-based approaches, information, and analytical activities, strategic management, and forecasting, development of international cooperation, development of the institution of security for participants in criminal proceedings, primarily applicants, whistleblowers, victims, and witnesses, etc.
