Over UAH 61 million to the budget: ESBU in Vinnytsia region exposes large-scale tax evasion scheme by manufacturing enterprise

 An enterprise with a russian trace in its ownership structure evaded paying over UAH 61 million in taxes and the unified social contribution. During 2022–2024, its officials hid the real volume of business activity and submitted false tax reports.

During the pre-trial investigation, detectives of the Territorial Office of the ESBU in the Vinnytsia region established that the household chemicals manufacturer hid the real sales volume of its products. Officials did not reflect certain product supply operations in Ukraine in tax reports, allowing them to pay less tax.

In addition, the enterprise illegally formed a tax credit. It also failed to pay taxes, fees, and the unified social contribution in full when paying employees' salaries.

As a result of this scheme, over UAH 61 million did not reach the budget and state social funds.

Detectives established that the company's ultimate beneficial owners previously included a firm linked to the russian federation. Therefore, a portion of the enterprise's financial resources could have been controlled by individuals connected to the aggressor state.

The actions of the company's officials were qualified under Part 3 of Article 212 of the Criminal Code of Ukraine (intentional tax evasion on an especially large scale) and Part 2 of Article 212-1 of the Criminal Code of Ukraine (intentional evasion of the unified contribution for mandatory state social insurance).

Currently, the damages caused to the state have been repaid in full. Over UAH 61 million in taxes and the unified social contribution has been paid to the budget.

The legal proceedings were guided by prosecutors from the Vinnytsia Regional Prosecutor's Office.

The Territorial Office of the ESBU emphasizes that under martial law, every hryvnia of taxes is a contribution to the country's defense capabilities and social support for citizens. Economic crimes, especially during wartime, undermine the state's financial stability and will be strictly stopped. Therefore, systematic work to bring the economy out of the shadows continues.
