The Economic Security Bureau of Ukraine responds promptly to any information regarding possible corruption-related offenses, integrity violations, or unethical conduct by ESBU employees, regardless of the source.
This includes media reports, data from open sources, appeals from individuals and legal entities, as well as signals received via the dedicated telephone hotline, official website, and other Bureau communication channels.
Upon receiving information about a possible disciplinary offense by an ESBU employee (such as a breach of oath, improper performance of duties, or corruption risks), detectives from the Internal Security and Employee Protection Department conduct a formal review. Based on the results of this review, if violations of the law are identified, the materials are submitted to the Disciplinary Commission for consideration.
The Disciplinary Commission includes representatives from the ESBU Public Control Council and the Business Ombudsman Council of Ukraine. They participate on an equal basis in reviewing materials and exercise public oversight over employees' compliance with legislative requirements. The commission determines whether an employee's actions constitute a disciplinary offense and, if so, submits a recommendation to the Director regarding the type of disciplinary sanction. Sanctions may include a remark, reprimand, severe reprimand, warning of incomplete service compliance, or dismissal.
If the information received concerns the financial status of ESBU employees, the Bureau initiates a full verification of the electronic declaration by the National Agency on Corruption Prevention. This is the sole body authorized to verify the income, assets, and expenses of officials.
In cases falling within the jurisdiction of the State Bureau of Investigation or the National Anti-Corruption Bureau of Ukraine, the relevant materials are promptly transferred to these agencies.
The Economic Security Bureau of Ukraine acts proactively and ensures continuous interaction with all anti-corruption institutions.
For the convenience of citizens, the ESBU has organized its own reporting channel and provided access to the Unified Whistleblower Reporting Portal.
All reports regarding potential corruption offenses, corruption-related offenses, or other violations of the Law of Ukraine «On Prevention of Corruption» are considered in the manner prescribed by law.
