Attestation within the Economic Security Bureau of Ukraine is the foundation for forming an effective team and is aimed at verifying the integrity and professional competence of employees. This was stated by Yurii Bielousov, Deputy Director for Digital Development, Digital Transformations, and Digitization of the ESBU, during an interview on the 'Ye Rozmova' program of the National News Agency of Ukraine 'Ukrinform'.
He noted that the attestation is conducted in accordance with legislative requirements, taking into account Ukraine's obligations within the European integration process.
The key feature of this attestation is its scale and complexity. The attestation commissions consist of 12 members, and decisions are made collegially by at least seven votes, which requires a proper quorum and the active participation of all commission members. Notably, no ESBU employees are involved in these commissions. They operate autonomously and are not subordinate to the Bureau. This ensures the independence of the process and serves as an additional guarantee of objective and impartial decisions.
'We have carefully analyzed the experience of re-attestations in the prosecution authorities and the National Police and studied judicial practice to avoid repeating mistakes that led to mass court reinstatements in the past,' emphasized Yurii Bielousov.
The procedure involves several stages: submitting a statement of consent to undergo attestation, followed by computer-based testing of legal knowledge, an assessment of general abilities, and an interview with the attestation commission. Decisions are made based on a comprehensive analysis of information regarding each employee.
The second fundamental difference is that the attestation is mandatory for all Bureau employees, except for the Director and his deputies, including those appointed after the arrival of the new leadership.
