Detectives of the Territorial Office of the ESBU in the Volyn region have exposed and shut down an illegal distribution channel for tobacco products operating through courier services.
The investigation established that two residents of Volyn were involved in the illicit activity. They shipped cigarettes without excise tax stamps to customers via courier services throughout Ukraine.
During the searches, detectives seized 23,000 packs of cigarettes without excise stamps, with an estimated value of UAH 1.8 million, as well as three vehicles used to transport the illegally manufactured products. To ensure compensation for the damages caused to the state, the seized property has been placed under arrest.

One of the suspects has been notified of suspicion under Part 1 of Article 204 of the Criminal Code of Ukraine (illegal acquisition, transportation, and storage of illegally manufactured excise goods for the purpose of sale). The individual admitted his guilt and voluntarily transferred UAH 100,000 to the needs of the Armed Forces of Ukraine. The indictment against him, along with a plea agreement, has been sent to court. The pretrial investigation regarding the other participant in the scheme is ongoing.
Procedural guidance is provided by the Volyn Regional Prosecutor's Office.
According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict.
