In the Vinnytsia region, ESBU exposes misappropriation of almost 3.9 million UAH of community funds

 The head of the department of education, culture, youth, and sports of one of the village councils is suspected of misappropriation of budget funds on an especially large scale during the reconstruction of a local lyceum building.

Detectives of the Territorial Office of the ESBU in the Vinnytsia region established that during 2023–2024, the official approved estimated cost documentation where the cost of construction materials exceeded average market prices several times over.

As a result of illegal actions and abuse of official position, the official misappropriated local budget funds for a total amount of almost 3.9 million UAH, thereby causing damage to the local community on an especially large scale.

The individual was notified of suspicion of committing a criminal offense stipulated by part 5 of article 191—misappropriation of another's property through abuse of official position by a public official, committed under martial law, on an especially large scale.

Operational support was provided by employees of the SSU Management in the Vinnytsia region. Prosecutorial guidance was provided by the Vinnytsia Regional Prosecutor's Office.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court's guilty verdict.
