In 2025, the Economic Security Bureau of Ukraine nearly tripled its results in countering the illegal circulation of fuel and lubricants, as well as the operations of illegal gas stations, compared to 2024. This demonstrates the Bureau's systemic efforts toward de-shadowing the fuel market.
Specifically, in 2024, detectives seized 1,069 tons of fuel and lubricants and 88 units of equipment with a total value of UAH 94.1 million. In contrast, seizure volumes surged in 2025—over 3,000 tons of gasoline, gas, and diesel fuel were removed from illegal circulation, along with 71.8 tons of fuel coupons and 171 units of equipment. The total value of the seized assets exceeded UAH 250 million, nearly three times the amount recorded the previous year.
As a result of the measures taken by the ESBU, 76 illegal gas stations have been dismantled (46 from January 1 to October 1, 2025, and 30 from October 1 to December 31, 2025). In January 2026 alone, an additional 22 stations were removed. These actions have successfully halted the illegal sale of fuel. Furthermore, a monitoring system has been implemented for non-operational gas stations to prevent them from resuming illicit activities.
ESBU detectives have entered 102 criminal proceedings into the Unified Register of Pre-trial Investigations. Among these, 47 cases have been referred to court, and 33 guilty verdicts have already been issued following judicial review.
The shadow fuel market causes millions in budget losses and undermines trust in fair business practices. Consequently, the Economic Security Bureau of Ukraine will consistently work toward its total liquidation in 2026, ensuring that not a single illegal gas station remains in operation.
