Detectives of the Territorial Department Economic Security Bureau of Ukraine in Kyiv have completed a pre-trial investigation in criminal proceedings against the head of a state-owned enterprise (SOE) on the fact of aiding and abetting in the misappropriation of budget funds in especially large amounts.
The investigation established that during 2018-2019, the SOE and the contractor company entered into a number of contracts for construction works and landscaping in Odesa region.
Subsequently, the director of the state-owned enterprise abusing his official position, signed certificates of completion with the contractor which contained knowingly false information. In particular, regarding the cost and scope of construction works and services performed.
Such actions of the head of the state-owned enterprise allowed the contractor company to illegally seize more than UAH 3 million.
The official of the aforementioned state-owned enterprise was served a notice of suspicion of committing criminal offenses under Part 5 of Art. 27 of the Criminal Code of Ukraine, Part 5 of Art. 191 of the Criminal Code of Ukraine (misappropriation, embezzlement or seizure of property through abuse of office) Part 1 of Art. 366 of the Criminal Code of Ukraine (entering knowingly false information into official documents). The indictment has now been sent to court.
The pre-trial investigation in the criminal proceedings was conducted by detectives of the Territorial Department ESBU in Kyiv under the procedural supervision of prosecutors of the Kyiv city Prosecutor's office.
Recently, detectives of the Economic Security Bureau of Ukraine served a notice of suspicion to the head of the education department of one of the district state administrations in Kyiv and the head of a utility company. These individuals are suspected of embezzling almost UAH 4 million from the local budget and forging official documents for the supply of children's nutrition services.
