ESBU representatives joined the international program "Tax Inspectors without Borders - criminal investigations"

The joint program of the Organization for Economic Development and Cooperation (OECD) and the United Nations Development Program (UNDP) "Tax Inspectors Without Borders - Criminal Investigations" (TIWB-CI) for Ukraine has been launched today.

At the beginning of the meeting, the Acting Director of the ESBU Andrii Pashchuk spoke about the results of the Bureau's work in 2023.

"Over the past year, thanks to the work of the Bureau, UAH 8.8 billion of state funds were saved. In particular, the illegal refund of VAT of UAH 2.1 billion was stopped, and the distribution of the risky tax credit of UAH 5.2 billion was prevented," Pashchuk said.

At the same time, he noted that the Economic Security Bureau of Ukraine was recognized by the Cabinet of Ministers of Ukraine as the main executor of the measure to join the Recommendation of the OECD Council.

During the event, the Director of the Intelligence and Assessment Center of the Australian Tax Service, representatives of the OECD, UNDP, the Fiscal Intelligence and Investigation Service of the Netherlands (FIOD), the Consultative Mission of the European Union in Ukraine, the Office of the Prosecutor General, the National Bank of Ukraine, the State Financial Monitoring Service of Ukraine and of the State University of Trade and Economics, who emphasized the politeness of the joint work of the state bodies of Ukraine and international partners to increase efficiency in the fight against tax crime.

In total, more than 40 representatives of state authorities will take part in the practical part of the program "Tax Inspectors without Borders - Criminal Investigations".

An assessment of the system of law enforcement and combating tax crimes in Ukraine will be conducted together with international partners. Based on the result, the participants will prepare a report with an analysis of the gaps and an action plan for their elimination.

The TIWB-CI program focuses on the OECD Council's Recommendation on Ten Global Principles for Combating Tax Crime, which establishes the basic legal, institutional, administrative, and operational frameworks necessary for the effective prevention, detection, investigation, and prosecution of tax crimes, as well as for revenue recovery. received from these crimes.

For reference: paragraph 128 of the Action Plan for the Implementation of the Program of the Organization for Economic Cooperation and Development for Ukraine, approved by the resolution of the Cabinet of Ministers of Ukraine "Some issues of cooperation between the Cabinet of Ministers of Ukraine and the Organization for Economic Cooperation and Development in the context of the dialogue on joining the Organization" dated November 3, 2023 No. 1165, ESBU, together with the Ministry of Finance and the DPS, are determined to be responsible for joining the aforementioned Recommendation of the OECD Council.
