Detectives of the Economic Security Bureau are investigating violations of public procurement procedures by an official of a village council in Kyiv region which resulted in losses to the local budget amounting to over UAH 1.6 million. The suspect was served a notice of suspicion.
The investigation established that in 2022 officials of the village council purchased food to create stocks for the community in connection with a full-scale war.
The food was purchased at the expense of the reserve fund of the village council budget without using the electronic procurement system, i.e. under a simplified procedure.
Purchases were made from intermediary companies that do not specialize in food sales. These intermediaries specifically purchased food for the scheme. Also the village council officials did not conduct prior consultations to determine the market value of the products, as required by law. As a result such actions of the officials caused damage to the budget in the amount of over UAH 1.6 million.
The pre-trial investigation into the criminal offense stipulated by Part 2 Art. 364 of the Criminal Code of Ukraine (Abuse of Power or Position) is being conducted by detectives of the Economic Security Bureau under the procedural supervision of prosecutors of the Prosecutor General's Office.
We remind that recently the ESBU in Zakarpattia region prevented illegal procurement of construction works for budget funds worth UAH 40 million.
