Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in Kyiv have uncovered a scheme involving the illegal sale of counterfeit tobacco products in Kyiv and the Kyiv region.
The investigation established that during 2025–2026, two Ukrainian citizens organized the systemic distribution of tobacco products of unknown origin without excise tax stamps.
The suspects regularly purchased large batches of illicit tobacco products, which they subsequently packaged and sold for cash.

The cigarettes were sold in wholesale and retail batches, specifically through postal shipments and the suspects' own retail kiosks in Kyiv and the surrounding region.
In total, six individuals were involved in the illicit activity, responsible for packaging, transporting, and selling the counterfeit tobacco products.
ESBU detectives conducted 10 searches at the suspects' residences and the premises where the illegal activities took place. Nearly 250,000 packs of cigarettes without excise stamps were seized, along with 39 boxes of bulk tobacco without factory packaging.

The estimated value of the seized products exceeds UAH 15 million.
Forensic examinations have been ordered as part of the criminal proceedings. Following their completion, further procedural decisions will be made.
The suspects face criminal liability under Part 3 of Article 204 of the Criminal Code of Ukraine (possession, transportation, or sale of excise goods).
The Kyiv City Prosecutor's Office is providing procedural guidance in the case.
