Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in the Lviv region have notified a former head of a thermal power enterprise of suspicion. He is suspected of abuse of power during the procurement and installation of shelters.
According to the investigation, in October 2024, the official signed a contract with a private enterprise for the supply and installation of prefabricated protective structures for employees of the Novoyavorivsk and Novyi Rozdil thermal power plants (TPPs). These were modular civil defense shelters intended to ensure the safety of personnel at critical infrastructure facilities.
At the same time, the manager was aware that these structures did not meet the state building standards established for civil defense protective structures. Despite this, he signed the necessary financial documents and acceptance certificates and approved payment for the delivered units.
Throughout 2024–2025, the enterprise transferred over UAH 6.8 million to the supplier in several installments for the delivered and installed structures. Specifically, payments were made for "Varta-2" type modular shelters designed to accommodate 70 and 100 people.
A construction and technical expert evaluation confirmed that the installed shelters do not comply with state building standards. The enterprise suffered losses exceeding UAH 6.8 million.
The official has been notified of suspicion under Part 2 of the Art. 364 of the Criminal Code of Ukraine (abuse of power or official position).
The investigation is ongoing. Procedural guidance in the case was provided by the Lviv Regional Prosecutor's Office.
