ESBU detectives have referred a case to court regarding the embezzlement of over UAH 9 million during the procurement of boiler equipment in the Kyiv region

 Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in the Kyiv region, as part of a pre-trial investigation, served a notice of suspicion to the head of a municipal enterprise of the Myronivka City Council, who organized the procurement of used boiler equipment at significantly inflated prices. The indictment has been referred to the court.

The investigation established that in September 2023, the municipal enterprise entered into an agreement with a private company for the purchase of a set of equipment for generating thermal energy from alternative fuel types for the amount of UAH 16 million.

The investigation revealed that the actual market value of the property at the time of procurement was approximately UAH 6.8 million. As a result of the official's actions, more than UAH 9 million was unjustifiably transferred from the local budget, causing the community losses on an especially large scale.

To implement the scheme, the official created the appearance of economic expediency for the procurement. He deliberately ignored the results of an independent appraisal, which confirmed a significantly lower value of the equipment. Specifically, he provided city council members with false data regarding market prices and concealed information about the actual condition and age of the boilers, which were manufactured in 2013–2014. These actions misled the local government representatives.

The suspect used fictitious agreements for technical inspections and the preparation of cost estimates to provide documentary cover for the inflated contract price.

The director of the municipal enterprise was served a notice of suspicion for committing a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine (misappropriation, embezzlement, or seizure of property through abuse of office).

The indictment has been referred to the court. Operational support was provided by the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region. Procedural oversight was conducted by the Kyiv Regional Prosecutor's Office.
