ESBU Delegation Visits Stockholm: A New Chapter in Swedish-Ukrainian Cooperation

 A delegation from the Economic Security Bureau of Ukraine, led by First Deputy Director Taras Shcherbai, travelled to Stockholm, Sweden, for an intensive study visit hosted by the Swedish Tax Agency Skatteverket (STA) and the Swedish Economic Crime Authority Ekobrottsmyndigheten (SECA).

The visit is part of a long-term cooperation project being developed by STA and SECA in partnership with the Swedish International Development Cooperation Agency Sida (SIDA), dedicated to supporting the institutional development of ESBU — a defining step toward building a stronger and more European Bureau.

Over four intensive days, the delegation met with leading Swedish institutions involved in the fight against economic crime, including the Swedish Police Polisen, Swedish Customs Tullverket, the National Agency for Public Procurement Upphandlingsmyndigheten, the Association of Local Authorities and Regions Sveriges Kommuner och Regioner (SALAR International), and the European Public Prosecutor’s Office (EPPO). The delegation also visited the Embassy of Ukraine in Stockholm, where discussions were held on further strengthening bilateral cooperation between Ukraine and Sweden.

 The visit provided a deep insight into Sweden’s approach to economic crime investigation, interagency cooperation, digital forensics, and organizational models — offering a powerful benchmark for ESBU’s continued institutional development. The final day was devoted to a joint workshop where both sides identified ESBU’s specific needs and established concrete areas for future cooperation that will shape the multi-year project proposal in the years ahead.

ESBU expresses sincere gratitude to Swedish partners for their professionalism, openness, and commitment to supporting Ukraine. This partnership is a long-term investment in Ukraine’s economic security and European integration.
