Director of the Economic Security Bureau of Ukraine Oleksandr Tsyvinskyi took part in the UBN Network discussion: War & Business – Defending Our Skies and the Rule of Law.
The discussion focused on integrity and anti-corruption efforts during wartime, the role of the ESBU in the anti-corruption sphere, and the necessary steps to protect foreign investors.
“In practice, 99% of economic crimes have a corruption component, as their commission is impossible without collusion with officials who either create the conditions or turn a blind eye to certain actions. In addition, ESBU detectives investigate such crimes as the embezzlement of budget funds by officials, their misappropriation, and others. That is why we maintain close cooperation with other anti-corruption bodies of Ukraine and plan to deepen it further. This includes both information exchange and the creation of joint investigative teams, as well as the exchange of knowledge and best practices in investigation,” noted Director of the Economic Security Bureau of Ukraine Oleksandr Tsyvinskyi during his speech.
The Director of the ESBU also emphasised that the Bureau is currently fully open in its communications with international partners and civil society institutions, which are actively involved in the staff attestation process, thereby demonstrating readiness for dialogue and cooperation.
Speaking about equal and fair conditions for business, Tsyvinskyi stressed that it is fair to demand integrity and impartiality from ESBU staff only when they themselves feel equality and fairness in their treatment.
According to him, ESBU detectives currently have significantly poorer material support compared to other law enforcement agencies.
“We are doing everything possible on our part to address this situation. However, the draft state budget for 2026 does not contribute to this – the ESBU’s allocation does not provide either decent support for employees or development. For me, this is today’s key challenge. At the same time, even under such conditions, we continue to build an institution where integrity, transparency, and legality are the core principles and the guarantee of partnership with investors, society, and business,” underlined the Director of the ESBU.
