Construction for the AFU with an overpayment of over 2.7 million UAH: ESBU exposes official negligence of a technical supervision engineer

 Over 2.7 million UAH in damages was caused to the state due to improper control over work execution during the construction of a protected control post for a military unit. The fact of official negligence was exposed by detectives from the Territorial Office of the ESBU in Kyiv.

The investigation established that during the execution of a state contract, the contracting organization inflated the volume and cost of construction work. This concerns the certificates of completion for June 2023, on the basis of which payments were made from the state budget.

In particular, ESBU detectives established facts of duplicate entries in the documentation for the cost of concrete mixes for walls and floors under different codes, repeated calculation of costs for rebar and metal structures, as well as inflation of the volume and cost of installing individual reinforced concrete elements.

As a result of this, over 2.7 million UAH in expenses was unjustifiably included in the official certificates of completion.

The technical supervision engineer, who represented the interests of the state as the construction customer, was responsible for controlling the actual volume, quality, and cost of the work performed, as well as checking its compliance with project documentation and building regulations.

However, the official improperly performed her duties: she failed to conduct the necessary inspections at the site, did not record the uncovered violations in the documentation, and signed the certificates of completion containing inaccurate data, effectively approving the unsubstantiated expenses.

The actions of the technical supervision engineer have been qualified under Part 2 of Article 367 of the Criminal Code of Ukraine—official negligence that caused grave consequences to state interests.

The pre-trial investigation is currently ongoing. Detectives are establishing all the circumstances of the offense and identifying other individuals who may be involved in the execution of the scheme.

Operational support is being carried out by the Department of Detectives for the Strategic Protection of the Economy of the ESBU of Ukraine and the Department of Military Counterintelligence of the SSU. Prosecutorial guidance is provided by the Specialized Defense Procuracy of the Central Region.
