The Deputy Director of the Economic Security Bureau of Ukraine, Yurii Bielousov, took part in the presentation of the study "Current Challenges of Business and Investment Attractiveness of Ukraine". It was prepared by experts of the Institute for Economic Research and Policy Consulting jointly with representatives of the Business Ombudsman Council.
The study is based on the results of a survey of representatives of national and foreign businesses and highlights the key problems, challenges, and opportunities that determine the conditions for doing business in Ukraine in the fifth year of full-scale war.
The survey covered 319 enterprises from 20 regions of Ukraine. Among the main expectations of foreign business from the state are reducing corruption, simplifying procedures, and access to justice.

During the event, a panel discussion took place. Representatives of state bodies, international institutions, diplomatic missions, and business associations discussed the results of the study, key challenges for business, investment risks, and cooperation between state bodies and business.
One of the practical mechanisms of such interaction is the joint work of the Bureau with the Business Ombudsman Council. The expert group, created within the framework of the Memorandum of Cooperation between the ESBU and the Council, processes appeals from entrepreneurs regarding the work of the Bureau and looks for ways to resolve problematic issues.
The Bureau provides the necessary information upon requests, conducts working meetings, and, based on their results, determines specific response measures. The leadership of the ESBU and representatives of the Main Detectives Unit join this work.
According to the data of the Business Ombudsman Council, in 2025, the issues of all five appeals regarding the activities of the ESBU were successfully resolved. In 2026, the Council took 10 appeals regarding the Bureau into operation: six cases have already been closed, and another four are under consideration.
The ESBU maintains a constant dialogue with business and takes into account justified comments in its work. Cooperation with the Business Ombudsman Council helps to consider in detail the issues raised by entrepreneurs and find ways to resolve them.
