The director and expert of the Economic Security Bureau of Ukraine joined the Interagency Working Group created by the Prosecutor General of Ukraine which will be develop a comprehensive static plan for reforming law enforcement agencies.
It is expected that the final goal of the reform will be a modern model of the system of bodies that ensure the security of the state and individual citizens. For this purpose, a new results-oriented management system of law enforcement agencies will be implemented.
The comprehensive strategic plan for reforming law enforcement agencies provides for: the formation of a crime prevention policy, digitalization (implementation of e-case management — an electronic system for managing criminal proceedings), ensuring the efficiency of justice, expanding the ways of out-of-court settlement, implementing a system for evaluating the effectiveness of law enforcement agencies, establishing internal control mechanisms and prevention of corruption, accountability and openness, strengthening international cooperation and integration into international networks, as well as improving the interaction of law enforcement agencies, etc.
In addition, the risk-oriented approach used in the analytical activities of the Economic Security Bureau of Ukraine should become the guiding basis for the activities of all law enforcement agencies.
The Interdepartmental Working Group also includes: Ministry of Internal Affairs, Ministry of Justice of Ukraine, Security Service of Ukraine, State Bureau of Investigation, National Police of Ukraine, State Border Service of Ukraine, State Customs Service of Ukraine, Office of the President of Ukraine, Cabinet of Ministers of Ukraine.
International partners participated in the preparation of the plan: EUAM Ukraine, EU Project Pravo-Justice, Office of the Council of Europe in Ukraine - Kyiv, IDLO Ukraine. By the way recently the issue of establishing bilateral cooperation and supporting the institutional development of the ESBU was discussed during an online meeting of the Director of the Economic Security Bureau of Ukraine, Vadym Melnyk with representatives of the International Monetary Fund.
