Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in the Odesa region have completed a pre-trial investigation into a tax evasion case. A company specializing in the construction of structures has fully reimbursed the state for the damages caused.
The investigation established that the company’s director entered into 68 contracts for construction and repair work with various state and municipal institutions in the Odesa region. The clients included the Vyzyrka and Sychavka Village Councils, the Lyman District State Administration, the Prymorskyi District Administration of the Odesa City Council, the «Tylihulskyi» Regional Landscape Park, and the Department of Capital Construction and Road Management of the Odesa Regional State Administration.

The company officially received over UAH 74 million for the work performed. However, the enterprise failed to reflect a portion of these funds, amounting to UAH 36.6 million, in its VAT tax reporting. As a result, the VAT amounts in the tax declarations were understated, leading to a loss of over UAH 6 million in unpaid taxes to the state budget.
The grounds for entering the information into the Unified Register of Pre-Trial Investigations (ERDR) were analytical products from the Information Analysis and Risk Management Department of the Territorial Office of the ESBU in the Odesa region.

Based on the evidence collected, detectives notified the company’s officials of suspicion under Part 2 and Part 3 of Article 27 and Part 2 of Article 212 of the Criminal Code of Ukraine (intentional tax evasion).
During the pre-trial investigation, the enterprise voluntarily reimbursed over UAH 6 million in unpaid taxes. The funds have already been transferred to the state budget. The criminal proceedings have been referred to court.
Operational support was provided by detectives from the Strategic Economic Protection Department of the Territorial Office of the ESBU in the Odesa region. Procedural oversight is carried out by prosecutors of the Odesa Regional Prosecutor's Office.
