Access to public information

 Dear citizens!

A request for information held by the Territorial Office of the ESBU in the Zakarpattia region can be submitted as follows:

  • by mail – to the official address: Territorial Office of the Economic Security Bureau of Ukraine in Zakarpattia region, 145 Sobranetska St., Uzhhorod, 88017
  • in person at the same address

  • verbally – by calling the "hotline" at +38 (0312) 64 63 06; requests are accepted on business days from 14:00 to 16:00. The responsible employee will fill out the public information request form via telephone.  

FORM for record of a telephone request for public information

A request for information must include:

  • the requester's first and last name, mailing address or email address, and a contact phone number, if any;
  • the information or its type, including the title, details, or content of the document being requested, if known;
  • the signature and date, if the request is submitted in writing;
  • the preferred method of receiving the information.

In the absence of any of the listed details, the request will be refused.

The Procedure for Ensuring Access to Public Information in the Economic Security Bureau of Ukraine and its Territorial Offices was approved by ESBU Order No. 67 dated April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (as amended).

Responsible Parties

The Document Flow Support and Control Sector is responsible for receiving and registering requests for public information. The responsible person is Olha Tomakh, Chief Specialist of the Document Flow Support and Control Sector.

Timeframe for consideration of requests:

  • 5 business days from the date of receipt.
  • up to 20 business days if the request involves a large volume of information or requires processing a significant amount of data. The requester shall be notified of this in writing no later than five business days after receipt of the request.
  • 48 hours from the moment of receipt if the request concerns information necessary to protect a person's life or freedom, information about the state of the environment, food quality, household items, accidents, disasters, dangerous natural phenomena, or other emergencies that have occurred or may occur and threaten safety.

In the event of force majeure (natural disasters, military actions, technological catastrophes, or other emergencies), a delay in fulfilling a request for information is permitted. If the requested information cannot be provided within the timeframes established by the Law of Ukraine "On Access to Public Information," you will be notified in writing, along with an explanation of the procedure for appealing the decision.

Information is provided upon request free of charge.

Procedure for reimbursement of actual costs

The Procedure for reimbursement of actual costs for copying or printing documents provided upon a request for information held by the Territorial Office of the ESBU in the Zakarpattia region, and the amount of such costs, were approved by Order of the Economic Security Bureau of Ukraine No. 47 dated December 16, 2021, registered with the Ministry of Justice of Ukraine on February 8, 2022, under No. 166/37502 (as amended).

If the requested information exceeds 10 pages, you will be notified within 5 business days of the cost and payment instructions. The requested documents will be sent within 3 business days after confirmation of payment.

No fee for copying or printing is charged when providing information about the person themselves, or documents and information that are of public interest.

Refusal to provide public information

Your request for information may be refused. The response regarding the refusal to fulfill the request for information shall be provided in writing.

Grounds for refusal to provide public information:

  • The Territorial Office of the ESBU in the Zakarpattia region does not possess and is not obliged, within its competence, to possess the information requested;
  • The requested information belongs to the category of restricted information;
  • The requester has not paid the actual costs associated with copying or printing documents;
  • The requirements regarding the mandatory details of the information request have not been met.

Appealing decisions, actions, or omissions of state authorities and their officials

Every requester has the right to appeal the decisions, actions, or omissions of information possessors in the event of:

  • refusal to fulfill a request for information;
  • delay in fulfilling a request for information;
  • failure to respond to a request for information;
  • provision of inaccurate or incomplete information;
  • untimely provision of information;
  • failure of possessors to fulfill the obligation to publish information in accordance with Article 15 of the Law;
  • other decisions, actions, or omissions of information possessors that violated the requester's legal rights and interests.

Decisions, actions, or omissions of the employees of the Territorial Office of the ESBU in the Zakarpattia region regarding access to public information may be appealed to the Head of the Territorial Office or in court.

Complaints against the decisions, actions, or omissions of the heads of structural units of the Territorial Office of the ESBU in the Zakarpattia region regarding access to public information are considered in the manner and within the timeframes established by the Law of Ukraine "On Citizens' Appeals."

The appeal of decisions, actions, or omissions of information possessors in court is carried out in accordance with the Code of Administrative Justice of Ukraine.

Publication of public information

The Territorial Office of the ESBU in the Zakarpattia region systematically and promptly publishes public information. You can access it:

  • in official printed publications;
  • on the official ESBU website in the section for the Territorial Office of the ESBU in the Zakarpattia region;
  • on the official pages and channels of the ESBU and its Territorial Office on social networks and messengers;
  • on the Single State Open Data Web Portal;
  • on information boards located within the premises of the Territorial Office of the ESBU in the Zakarpattia region.
