Main tasks:
1) implementing state policy on personnel management within the Territorial Office;
2) ensuring that the head of the Territorial Office exercises their powers regarding personnel management;
3) supporting the organizational development of the Territorial Office;
4) recruiting personnel for the Territorial Office;
5) developing personnel and organizing activities to improve the professional competence of the Territorial Office's employees;
6) conducting analytical and organizational work in HR management;
7) documenting the admission to, progress through, and termination of service within the Territorial Office for:
8) documenting the hiring and subsequent employment activities of individuals who have concluded an employment contract with the Territorial Office.
Main functions:
1) organizes activities regarding the development of the structure of the Territorial Office;
2) provides analytical and advisory support to the head of the Territorial Office on personnel management issues, and offers advisory assistance on personnel management to the heads of structural units within the Territorial Office;
3) organizes work related to drafting job descriptions for employees of the Territorial Office whose approval falls under the authority of the Director of the Economic Security Bureau of Ukraine, reviewing them for compliance with statutory requirements to identify amendment needs, and providing advisory assistance on developing and modifying job descriptions;
4) conducts efforts aimed at creating a favorable psychological climate, building a corporate culture within the team, and resolving conflict situations;
5) analyzes the quantitative and qualitative composition of the Territorial Office's employees, evaluates current staffing needs, forecasts future personnel requirements based on long-term goals, and submits relevant proposals to the head of the Territorial Office;
6) prepares professional suitability requirements and criteria for filling vacant positions in the Territorial Office;
7) implements measures to organize and coordinate the onboarding and adaptation procedure for newly appointed employees in the Territorial Office, specifically taking into account the recommendations approved by the central executive body responsible for formulating and implementing state policy in the field of public service;
8) implements measures to organize the performance evaluation of public servants in the Territorial Office, summarizes the results of task execution by public servants, and provides advisory assistance on conducting evaluations;
9) compiles individual programs for improving professional competence / individual professional development programs together with the public servants of the Territorial Office; studies and summarizes employee needs for professional training, and submits proposals to the head of the Territorial Office regarding the organization of training, retraining, advanced training, or professional education to create favorable conditions for employee professional development;
10) organizes internship arrangements for public servants, youth, and persons holding special ranks within the Territorial Office;
11) ensures the preparation of documents regarding the appointment, transfer, and dismissal of the Territorial Office's employees;
12) ensures the organization of verification processes regarding the accuracy of information on the application of prohibitions provided for by parts three and four of Article 1 of the Law of Ukraine "On Separation of Power" (On Cleansing of Government), and prepares reports on its findings;
13) prepares submissions for assigning relevant ranks to public servants and special ranks to individuals admitted to service in the Territorial Office;
14) organizes activities regarding the recording, issuance, and safekeeping of official identification badges (IDs) for the Territorial Office's employees;
15) calculates length of service, work experience in the relevant field, managerial work experience, and public service seniority for appointments to public service positions and during the course of service;
16) calculates the length of service and seniority of the Territorial Office's employees, and monitors the timeliness of establishing seniority allowances;
17) formulates the vacation schedule for the Territorial Office's employees, drafts administrative acts regarding the granting of leave to personnel, and maintains vacation records;
18) prepares administrative documents for business trips within Ukraine for the Territorial Office's employees;
19) performs work related to tracking employment activity, as well as filling out, recording, and storing the personal files (personal files cards) of the Territorial Office's employees;
20) maintains military records of conscripts, persons subject to military service, and reservists, and manages the deferment (booking) of persons subject to military service for the period of mobilization and wartime within the Territorial Office;
21) reviews and prepares responses to appeals and inquiries from citizens, enterprises, institutions, organizations, members of parliament, officials, and attorneys, as well as requests for information, and provides other information on matters within its competence;
22) jointly with other structural units of the Territorial Office:
23) processes the staffing table of the Territorial Office jointly with its accounting service, and organizes activities regarding material incentives for employees;
24) performs other duties, and drafts or participates in drafting documents concerning personnel management, labor relations, and public service;
25) prepares, within its competence, documents for the retirement pension processing of the Territorial Office's personnel;
26) implements measures to organize practical training and internships for students within the Territorial Office;
27) performs other work related to the application of labor and public service legislation, as well as the service performance of individuals holding special ranks of the Economic Security Bureau of Ukraine within the units of the Territorial Office, and executes other functions provided for by law.
