Accounting Sector

Main tasks:

1) ensuring budgetary planning and execution of the state budget regarding the expenditures of the Territorial Office; organizing activities to support state budgetary policy during the compilation, review, approval, and execution of expenditure estimates for the maintenance of the Territorial Department, while ensuring strict adherence to the justification, efficiency, and targeted use of funds;

2) maintaining accounting records of financial and economic activities, as well as preparing financial and budgetary reports;

3) reflecting reliable and complete information on business operations and performance results necessary for the operational management of budgetary allocations (appropriations), as well as financial, material, and intangible resources;

4) ensuring compliance with budgetary legislation when assuming budget obligations, submitting such obligations for registration in a timely manner, making payments in accordance with the assumed budget obligations, and fully and reliably reflecting operations in accounting records and financial reporting;

5) ensuring control over the availability and movement of property, alongside the use of financial, material, and intangible resources in accordance with approved standards and estimates;

6) preventing negative occurrences in financial and economic activities, as well as identifying and mobilizing internal economic reserves;

7) exercising, within its competence, control over the targeted and effective use of budget funds allocated for project implementation and program execution;

8) conducting, within its competence, analysis of the financial statements of the Territorial Office to support management decision-making.

Main functions:

1) participating in the formulation of requirement proposals for drafting the Budget Declaration and Budget Request for the planned budget period, as well as the forecast for the two budget periods following the planned one;

2) drafting and participating in the development of draft regulatory legal acts on matters within the competence of the Sector, and conducting examinations of such draft acts;

3) developing and submitting for approval to the chief spendauthorizer (general fund budget estimates and allocation plans, budget fund utilization plans, monthly budget fund utilization plans, and staffing tables);

4) ensuring the preparation and submission to the central apparatus of the Economic Security Bureau of Ukraine of proposals for establishing performance indicators for budget program passports and reports on their execution;

5) developing proposals for the approval of the staffing table of the TerritorialOffice;

6) ensuring the maintenance of accounting records in accordance with national public sector accounting regulations (standards), as well as other regulatory legal acts governing accounting practices, including the use of a unified automated accounting and reporting system;

7) compiling financial and budgetary reports, as well as state statistical and other reports (declarations) based on accounting data in the manner prescribed by law, and ensuring their timely submission;

8) exercising ongoing control over:

compliance with budget legislation when assuming budget obligations, registering them with the bodies of the State Treasury Service of Ukraine, and making payments in accordance with the assumed budget obligations;

the maintenance of accounting records, preparation of financial and budgetary reports, compliance with budget legislation and national public sector accounting regulations (standards), as well as other regulatory legal acts governing accounting practices by the accounting service of the budgetary institution;

9) timely and full remittance of taxes and fees (mandatory payments) to the respective budgets;

10) ensuring compliance with the requirements of regulatory legal acts regarding:

  • the use of financial, material (intangible), and information resources during the receipt and processing of documents for business operations;
  • the inventory of non-current assets, inventories, cash, documents, settlements, and other balance sheet items;
  • the analysis of accounting and reporting data, including the reasons for the increase in accounts receivable and accounts payable; the development and implementation of measures for the collection of accounts receivable and settlement of accounts payable; and organizing and conducting activities for their write-off in accordance with legislation;

11) ensuring:

  • compliance with the procedure for making settlements for goods, works, and services purchased with budget funds;
  • the accuracy and proper processing of information included in the registers of budget obligations and budget financial obligations;
  • the completeness and reliability of data in supporting documents generated and submitted in the process of treasury servicing;
  • the storage, processing, and transfer to the archive of processed source documents and accounting registers that form the basis for reflecting operations in accounting records and compiling reports;
  • providing requesters with full, truthful, and unbiased information regarding the financial status of the Territorial Office, its performance results, and the movement of budget funds;
  • providing the relevant structural units of the Territorial Office with accounting and reporting data to make informed management decisions and identify potential risks in financial and economic activities.

12) participating in the processing of materials regarding shortages, theft of cash and property, or damage to assets;

13) developing and ensuring the implementation of measures to comply with and improve the level of financial and budgetary discipline among its employees and the staff of the budgetary institution's accounting service;

14) implementing measures to eliminate violations and deficiencies identified during control activities conducted by state authorities and units of the Territorial Office authorized to monitor compliance with budgetary legislation;

15) ensuring the compilation of reports, taking into account information provided by the operational and technical structural units of the Territorial Office;

16) preparing operational and analytical information for the head based on financial statements and other informational and analytical materials;

17) conducting analysis of the financial statements of the Territorial Office and providing the necessary information to the structural units of the Territorial Office;

18) exercising preliminary and ongoing control over the use of budget funds;

19) preparing and publishing information on the use of budget funds and the institution's performance results on the "E-data" Unified Web Portal;

20) preparing materials and submitting relevant proposals on matters within the competence of the Sector for review at meetings of the TerritorialOffice;

21) organizing the processing of personal data in the prescribed manner, ensuring its protection, and maintaining the relevant database;

22) reviewing, within its competence, appeals from state authorities, local governments, enterprises, institutions, organizations, members of parliament, and citizens;

23) performing other functions arising from the tasks assigned to the Sector.
