Personnel Sector

Main tasks:

1) implementation of state policy on human resources management within the Territorial Office;

2) ensuring the exercise of the Head's powers regarding human resources management;

3) ensuring the organizational development of the Territorial Office;

4) recruitment and selection of personnel for the Territorial Office;

5) personnel development and the organization of professional competence enhancement for the employees of the Territorial Office;

6) conducting analytical and organizational work in personnel management;

7) documenting the entry into service at the Territorial Office, its progression, and termination for:

- civil servants;

- individuals who are overt and covert staff members among those holding special ranks, in accordance with the Regulations on the Performance of Service by Persons Holding Special Ranks of the ESBU;

8) documenting the hiring and subsequent labor activity of individuals who have entered into an employment contract with the Territorial Office;

9) providing legal and social protection for employees among those holding special ranks of the ESBU, in accordance with legislation;

10) organizing mobilization training and mobilization measures, and monitoring their implementation within the ESBU.

Main functions:

1) organizes work regarding the development of the Territorial Office's structure;

2) submits proposals to the Head on the improvement of human resources management;

3) provides analytical and consultative support for the Head’s work on human resources management and provides consultative assistance on human resources management issues to the heads of structural units of the Territorial Office;

4) organizes work regarding the drafting of job descriptions for the employees of the Territorial Office, the approval of which falls under the authority of the Director of the ESBU, reviews them for compliance with requirements established by legislation and to identify the need for changes, and provides consultative assistance regarding the drafting and amendment of job descriptions;

5) works towards creating a favorable psychological climate, building a corporate culture within the team, and resolving conflict situations;

6) analyzes the quantitative and qualitative composition of the Territorial Office's employees, examines current staffing needs, forecasts future personnel requirements considering long-term goals, and submits relevant proposals to the Head;

7) prepares draft competition terms for civil service positions within the Territorial Office, excluding positions filled by the Director of the ESBU, including special requirements for candidates applying for category "B" and "V" civil service positions, taking into account recommendations approved by the central executive body responsible for state civil service policy;

8) prepares qualification requirements and professional suitability criteria for vacant positions of overt staff members holding special ranks of the ESBU;

9) posts the Head's order on announcing the competition for category "B" and "V" civil service positions, the competition terms, and information regarding the winner(s) or the absence thereof on the Unified Civil Service Vacancy Portal in the prescribed manner;

10) reviews information submitted by candidates for category "B" and "V" civil service competitions in the Territorial Office, notifies candidates of the results of their information review, situational task scores, interviews, and whether they are admitted to the next stage of the competition, and carries out other measures to organize the competitive selection process in accordance with legislation;

11) implements measures to organize and coordinate the adaptation procedure for newly appointed employees in the Territorial Office, specifically considering recommendations approved by the central executive body responsible for state civil service policy;

12) carries out measures to organize the performance evaluation of civil servants in the Territorial Office, summarizes the results of task completion by civil servants, and provides consultative assistance on evaluation matters;

13) collaborates with Territorial Office employees to draft individual professional competence enhancement programs/individual professional development programs; studies and summarizes employee needs for professional training and submits proposals to the Head regarding the organization of training, retraining, or advanced training to create favorable conditions for professional development;

14) monitors existing advanced training programs offered by educational service providers (providers) in the field of professional training, particularly on the "Knowledge Management Portal" web portal, and informs Territorial Office employees about opportunities to study under such programs;

15) calculates and records European Credit Transfer and Accumulation System (ECTS) credits for professional training; conducts evaluations of the effectiveness of professional training for civil servants and employees holding special ranks of the ESBU in accordance with legislation and by the Head's decision;

16) organizes work regarding internships for civil servants, youth, and individuals holding special ranks of the ESBU;

17) maintains established reporting and accounting documentation and prepares reports on personnel matters;

18) ensures the preparation of documents regarding the appointment, transfer, and dismissal of Territorial Office employees;

19) carries out work regarding the conclusion, extension, and termination of civil service contracts and employment agreements, and participates in measures to verify compliance with the terms of such contracts and agreements in the manner prescribed by legislation;

20) ensures the organization of the verification of the accuracy of information regarding the application of prohibitions provided for by parts three and four of Article 1 of the Law of Ukraine "On Cleansing of Power," and prepares a certificate on its results;

21) organizes the taking of the Oath of a Civil Servant by an individual entering civil service for the first time, and familiarizes the employees of the Territorial Office with the internal and service (labor) regulations and job descriptions;

22) organizes the taking of the Oath by individuals being appointed for the first time to positions that require special ranks of the ESBU and who have, in relevant cases, completed the established internship period; familiarizes the employees of the Territorial Office with the internal regulations for persons holding special ranks of the ESBU;

23) prepares submissions for the assignment of corresponding ranks to the civil servants of the Territorial Office;

24) prepares submissions for the assignment of special ranks to individuals admitted to service at the Territorial Office;

25) organizes work regarding the recording, issuance, and storage of service IDs for the employees of the ESBU;

26) reviews proposals and prepares documents regarding the commendation and awarding of Territorial Office employees with state awards and departmental incentives, and maintains corresponding records;

27) calculates length of service, work experience in the relevant field, managerial experience, and length of civil service for appointment to corresponding civil service positions and during the course of service;

28) calculates length of service and years of service for Territorial Office employees, and monitors and controls the timely establishment of seniority allowances;

29) compiles the vacation schedule for Territorial Office employees, prepares draft acts for granting leave to personnel, and maintains vacation records;

30) prepares administrative documents regarding business trips within Ukraine for the Head, Deputy Heads of the Territorial Office, and HR management staff; registers and stores administrative documents regarding the business trips of all Territorial Office employees;

31) performs work related to the recording of labor activity, as well as the completion, recording, and storage of personal files (personal cards) of the Territorial Office employees;

32) maintains military records of conscripts, persons liable for military service, and reservists, and handles the deferment (reservation) of persons liable for military service for the period of mobilization and wartime within the Territorial Office;

33) reviews and prepares responses to appeals and requests from citizens, enterprises, institutions, organizations, members of parliament, officials, and lawyers, as well as requests for information, and provides other information on matters within its competence;

34) monitors compliance with labor and civil service legislation requirements within the Territorial Office, specifically monitoring adherence to internal service regulations;

35) organizes the classification of civil service positions within the Territorial Office in accordance with legislation;

36) together with other structural units of the Territorial Office:

  • participates in the development of regulations governing structural units;
  • submits proposals to the Head regarding career planning for the employees of the Territorial Office and the planned filling of positions with trained specialists according to professional competence requirements;
  • ensures the entry of personnel data, including information regarding the entry into civil service or service in the ESBU, its progression, and termination, into the human resources management information system of state bodies;

37) together with the accounting service of the Territorial Office, processes the staffing table of the Territorial Office and organizes work regarding the material incentivization of employees;

38) prepares and issues certificates of employment to the employees of the Territorial Office within its competence;

39) participates in the development of draft documents regarding human resources management, labor relations, persons holding special ranks of the ESBU, and civil service within the Territorial Office;

40) prepares documents regarding pension appointments for the personnel of the Territorial Office within its competence;

41) provides proposals for the report on the activities of the Territorial Office within its competence;

42) implements measures to organize internships and practical training for students within the Territorial Office;

43) performs other work related to the application of labor and civil service legislation and the performance of service by persons holding special ranks of the ESBU within the units of the Territorial Office, and carries out other functions prescribed by law;

44) handles information, documents, and materials that contain or may contain restricted information;

45) organizes the fulfillment of existing requirements within the Sector regarding:

  • the secrecy regime in connection with work involving access to state secrets by Sector employees;
  • the procedures for handling open information and restricted information by Sector employees;
  • information protection (the secrecy regime) in automated systems (automated workstations) by Sector employees;

46) develops mobilization plan documents (operational-mobilization documents) for the Territorial Office;

47) develops orders and instructions regarding the mobilization training of the Territorial Office, organizes the deferment (reservation) of persons liable for military service and monitors their records, and ensures the submission of relevant reports;

48) monitors, within its competence, the implementation of administrative documents regarding the mobilization work of the Territorial Office;

49) develops and updates the list of employees of the Territorial Office authorized to work with mobilization-related documents;

50) prepares proposals for the deferment (reservation) of persons liable for military service for the period of mobilization and wartime, proposals for planning material and financial expenditures for mobilization-related measures, and reporting documents on mobilization work.
