Main tasks:
1) organization of legal work aimed at the correct application, strict adherence to, and prevention of non-compliance with the requirements of legislation and other regulatory acts by employees of the Territorial Office during the performance of their assigned tasks and functional duties;
2) conducting contract-related work and organizing claim-related activities, as well as summarizing and analyzing the results of claim-related work involving the Territorial Office;
3) self-representation of the interests of the Territorial Office in courts without a separate instruction from the leadership of the Territorial Office, as well as the self-representation of the interests of the Economic Security Bureau of Ukraine (subject to a separate instruction) in courts.
Main functions:
1) monitors compliance with the rule of law within the Territorial Office during the execution of tasks and functions mandated by current legislation;
2) verifies compliance with current legislation of organizational and administrative documents, orders regarding core activities, personnel matters, and staff appointments;
3) organizes claim-related work and activities related to the conclusion of agreements (contracts), participates in their preparation and the implementation of measures aimed at fulfilling contractual obligations, ensures the protection of property rights and legal interests of the Territorial Office, and approves (signs off) draft contracts provided they have been initialed (signed off) by the heads of the interested structural units;
4) conducts, jointly with interested structural units, an analysis of the financial and economic performance of the Territorial Office, examines the conditions and reasons for non-productive expenses and breaches of contractual obligations, as well as the status of accounts receivable and accounts payable;
5) promotes the correct application of acts of legislation concerning labor and civil service;
6) conducts legal expertise of draft orders regarding core activities, personnel matters, and staff appointments;
7) provides legal advice to employees and heads of structural units regarding the correct application of legislative norms and explains the application of legislation during the performance of their assigned tasks and functional duties;
8) ensures the self-representation of the Territorial Office, its officials, and officers in courts without a separate instruction from the leadership of the Territorial Office, as well as the self-representation of the interests of the ESBU subject to a separate instruction;
9) organizes and participates in ensuring the correct application of legislation within the Territorial Office during the self-representation of the Territorial Office in courts;
10) participates in court cases and judicial proceedings and performs actions in all courts of Ukraine in the interests of and on behalf of the Territorial Office without a separate instruction from the leadership of the Territorial Office, exercising the rights granted to a party, a third party, or a person authorized by law to appeal to the court in the interests of another person, prepares the necessary documents within its competence, and facilitates the timely implementation of measures to eliminate violations specified in court decisions;
11) organizes litigation work, summarizes and analyzes the results of litigation involving the Territorial Office, monitors its conduct, and, if necessary, develops proposals to address deficiencies and submits them to the leadership of the Territorial Office for consideration;
12) monitors information regarding the status of court cases and prepares information and analytical materials;
13) analyzes materials received from law enforcement and regulatory bodies, the results of litigation, and data from audits, reviews, inventories, and statistical reports characterizing the state of legal compliance within the Territorial Office, prepares legal opinions on identified offenses, and participates in organizing efforts for the recovery of damages;
14) submits proposals to the leadership of the Territorial Office regarding the accountability of employees whose fault resulted in damages;
15) studies and analyzes judicial practice in accordance with the functional powers of the structural unit;
16) prepares proposals, within its competence, for the leadership of the Territorial Office regarding the improvement of organizational forms and methods;
17) organizes the fulfillment of tasks and instructions from the leadership of the Territorial Office on matters within the structural unit's competence;
18) prepares analytical and information materials within its competence at the request of the Territorial Office leadership;
19) collects information on the official publication of legislative acts in printed media;
20) implements measures aimed at improving the level of legal knowledge among the employees of the Territorial Office;
21) provides legal consultations to the employees of the Territorial Office regarding rights and freedoms, the procedure for their implementation, and their restoration in the event of their violation;
22) provides the Legal Department of the ESBU with necessary documents, information, certificates, reports on its activities, and other materials, and carries out tasks and instructions provided by the Legal Department of the ESBU in the prescribed manner;
23) performs other functions within its competence arising from the tasks assigned to the Sector.
